Responsible professional technical and administrative work with primary responsibilities in developing, overseeing and implementing the QA/QC program in accordance with ISO standards for a NELAC accredited environmental laboratory performing metal, inorganic chemical and microbiological analysis of potable water and wastewater. The incumbent performs supervisory and Technical Manager functions in the absence of the Laboratory Supervisor. The position requires initiative and independent judgment. The incumbent reports to the Laboratory Supervisor.
Key Responsibilities:
- Serves as the focal point for QA/QC and is responsible for the oversight and review of quality control data.
- Functions independently from the laboratory operations for which they have quality assurance oversight.
- Evaluates data objectively and performs assessments without outside managerial influence.
- Maintains training and working experience in QA/QC procedures and the laboratory’s quality system.
- Maintains a general knowledge of the analytical test methods for which data review is performed.
- Arranges for or conducts annual internal audits as per ISO/IEC 17025:2005(E), Clause 4.14.
- Notifies laboratory management of deficiencies in the quality system and monitors corrective action.
- Maintains training and credentials necessary to perform supervisory and NELAC Technical Manager functions in the absence of the Laboratory Supervisor.
- Performs acting supervisory and Technical Manager functions for the Laboratory Services Division in close coordination with the Water Resources Deputy Director, City utility personnel, and non-City water or wastewater utility clients.
- Manages special projects for the Laboratory Services Division as assigned.
- Performs related duties as required or assigned.
PREFERRED QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:
- Knowledge of water and wastewater chemistry, analyses, techniques and procedures in accordance with accepted practices of DEP, DOH and NELAC.
- Documented training and/or experience in QA/QC procedures.
- Knowledge of the hazards and necessary safety precautions applicable to this type of work.
- Knowledge of all laboratory equipment and ability to operate same.
- Ability to interpret data from numerous analyses and prepare reports.
- Ability to learn to use laboratory equipment and analytical techniques.
- Knowledge and ability to work at a user level with standard City and laboratory hardware/software including Promium LIMS, MSOffice and City administrative applications.
Minimum Requirements:
Bachelor’s degree in the chemical, environmental, biological or related physical sciences or related engineering, with at least 24 college semester credit hours in chemistry, 4 credit hours in general microbiology and at least 2 years of experience with the chemical and microbiological analysis of drinking or wastewater is required. A post graduate degree in the above disciplines may be substituted for 1 year of experience. Supervisory experience is preferred. Experience with NELAC accredited labs is preferred. An equivalent combination of education, training, and experience may be considered. Must possess a valid Florida driver’s license. Subject to emergency call-out during off-duty hours and on weekends as required.
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work.
PHYSICAL REQUIREMENTS:
Ability to distinguish colors and sounds. Ability to stand/sit for extended periods of time on a daily basis while completing reports and calculations. Ability to lift up to 25 pounds occasionally; bending, reaching, stooping and stretching while performing duties required on a daily basis.
