Under general guidance, design and develop the enterprise-level applications and platforms required to meet business outcomes while addressing problems of system integration, compatibility, and multiple platforms. Evaluate existing systems; provide authoring contributions to the knowledge bases used in support of daily operations; work with the division managers and collaborate with project teams to develop and maintain technical and security standards including policies and procedures. Accountable for data security and integrity enterprise-wide. Serving as a lead, provide direction and training to other IT professionals. Exercise independent judgment while working with vendors and outside contractors.
Dependent upon qualifications, anticipated hiring range - $99k- $140k
Full range goes up to $146,847 with outstanding performance.
****While the position is hybrid, there will be an expectation during the onboarding/training period that the employee will need to be on-site.****The eligible register developed from this posting may be used to fill future FT and PT vacancies within this classification.- Contribute to the planning of the overall County IT strategy, providing advice and guidance towards desirable outcomes.
- Define architecture strategy and own responsibility for the planning, design, and implementation of enterprise solutions across multiple technology towers and disciplines, including cloud, custom internet-scale software development, modern workplace systems, business applications, networking, security, and operations in both Microsoft and multi-vendor environments.
- Document the County’s existing systems and platform architecture and technology portfolio; make recommendations for improvements and/or alternatives.
- Provide architectural expertise, direction, and assistance to the IT Department, county administrators, and leaders.
- Provide critical judgment in the resolution of program-level problems and in developing standards and guides for diverse activities.
- Perform feasibility analysis on potential future projects; review new and existing systems design projects and procurement or outsourcing plans for compliance with standards and architectural plans.
- Translate IT architecture user requirements into specified applications and/or platform solutions.
- Architect, engineer, and implement applications, platforms, systems, and solutions.
- Manage encryption and security.
- Improve and suggest upgrades to enterprise services, software, and hardware.

REQUIRED:- Bachelor's degree in computer science, management information systems (MIS), or related field, and seven years of progressively responsible IT experience with methods, systems, and analysis in application development, data management, or security in a complex, medium to large-scale network environment, including two years of experience in architecture design.
- Must have experience with third-party vendor management to support critical systems.
- Incumbent must have a reliable means of transportation for the performance of work responsibilities.
PREFERRED:Bachelor's degree in computer science, management information systems (MIS), or related field, and ten years of progressively responsible IT experience with methods, systems, and analysis in application development, data management, or security in a complex, medium to large-scale network environment, including four years of experience in architecture design.
Selection for this position will be based on a minimum qualifications screening and rating of training and experience. Final selection will include a background check and approval by the County Board.
