This position is located in the Office of Systems & Technology, Richland County.
Are you the One? We are looking for a Data Architect (Chief Data & Analytics Officer (CDAO)) who is responsible for the overall vision, strategy, and execution of the SCDHHS's data and analytics initiatives. The CDAO optimizes SCDHHS’s use of data and analytics by ensuring a broad understanding of the SCDHHS’s Data and Analytics approach and its importance, prioritizing Data and Analytics investments on obtaining the greatest business value, and allowing SCDHHS to manage these investments at the enterprise level, enhancing data understanding, clarity, consistency, and quality across the enterprise, and increasing data literacy and advanced analytics skills across the enterprise. This position reports to the Chief Information Officer (CIO)/Deputy Director for Systems and Technology.
- Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices, and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission-critical operations and objectives. Promotes workforce engagement.
- Working with executive leadership, develop and implement key performance indicators (KPIs) to support the SCDHHS Strategic Plan.
- Design, develop, and implement SCDHHS-wide data strategy, standards, and vision. Lead SCDHHS's data analytics strategy and team, driving data-related business changes to a more analytics-driven one.
- Evaluate and identify technology, data analytics tools, and systems to improve data quality and analysis. Develop and lead a team of data and analytics professionals. Research and maintain knowledge of important trends in both technologies and uses of Data Analytics across Healthcare and related industries.
- Working with executive and program leadership, identify and prioritize data-related initiatives in alignment with SCDHHS's strategic plan.
- Establish and oversee data governance, master data management, information strategy, data science, and business analytics. Ensure data quality and create data strategy.
- Completes other duties as assigned.

A bachelor's degree in computer science, information systems, or a related field and experience in systems development and maintenance, technical support, or the support of complex database management systems.
Related experience may substitute for the bachelor's degree on a year-for-year basis.
An equivalent combination of experience and education may be considered with prior State Human Resources approval.
PREFERRED:
A master’s degree or equivalent work experience.
15+ years of experience in business management, legal, financial, or information or IT management including 3+ years in director or executive-level positions.
Experience within health insurance or healthcare (public or private).
5+ years of leadership experience in leading cross-functional teams, multidisciplinary environments, and enterprise-wide data and analytics programs, operating and influencing effectively across the organization in complex environments.
Experience in integrating complex, cross-organization processes and information strategies, and/or designing strategic metrics and scorecards.
Additional Requirements:
- Sitting or standing for long periods of time.
- Occasional overnight travel.
- Requires holder to drive routinely.
- Overtime and/or weekend work with Deputy approval.
- Lifting requirements: 20 lbs.
- A broad understanding of the full range of strategic data and analytics capabilities, and the ability to communicate these concepts, methods, and techniques in ways easily understood by others.
- Data and analytics strategy expertise.
- Ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options.
- Ability to work as part of an executive team to strategically manage data-driven initiatives.
- Ability to lead cross-functional teams in generating analytical ideas as business use cases.
- Knowledge of and experience with data management, data architecture, data structures, data and analytics governance.
- Demonstrated leadership.
