About the Job:
DCG is seeking a Senior Director to serve as Portfolio Manager for our Department of State (DOS) contracts and task orders. In this highly visible role, you will oversee project managers and their teams across the agency, ensuring the delivery of high-quality results and strategic and innovative solutions. You will play a crucial role in nurturing and expanding our agency footprint by cultivating stakeholder relationships and identifying opportunities within DOS and related agencies. With a focus on demonstrating expertise, integrity and a commitment to understanding and meeting DOS’s unique needs, your efforts will help position DCG as a preferred partner.
Your primary focus:
You will interact directly with project managers, clients, partners, and employees to ensure smooth project operations. This includes overseeing the timely delivery of deliverables, ensuring adequate staffing across programs, maintaining employee engagement, achieving client satisfaction, executing contract modifications, and managing subcontracts effectively. Additionally, you will be responsible for budget management, including monitoring resource utilization, expenditures and ensuring financial compliance.
Additional responsibilities include (but are not limited to):
- Provide thought leadership and valuable insights that position our company as a trusted advisor and solutions provider.
- Create white papers to deliver comprehensive insights, innovative solutions, and actionable recommendations that directly address DOS’s unique challenges and strategic priorities.
- Partner with project managers to monitor project performance and review deliverables to ensure technical, programmatic, and financial goals and objectives are met.
- Engage in staff development, recruitment, and team-building activities to foster growth and create effective, cohesive teams.
- Identify possible areas for growth or improvement and address areas of concern, while mitigating risk.
- Serve as a leader and trusted advisor, mentoring and directly overseeing at least three project managers and their growing team.
- Responsible for end-to-end performance of all contracts in the portfolio.
- Scope, price and produce technical proposals in response to RFPs, sole source and partnership opportunities.
- Interact with and earn the trust of senior-level clients and DCG executives and board of directors.
Position Requirements:
- A minimum of ten (10) years of relevant professional experience as a project or program manager supporting marketing, research, and/or communications campaigns, preferably in an agency setting, including managing a portfolio of mid-to-large federal contracts and teams.
- Demonstrated success managing a portfolio of federal contracts, preferably including DOS or other agency with an international focus.
- Well-versed in program financials (LCATs, CLINs, funding mechanisms, procurement through varying types of federal contracts).
- A customer-focused, flexible, astute leader who has won the respect of customers, peers, and employees.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of rapidly shifting priorities.
- Experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulating and developing solutions, and participating in and contributing to strategic discussions.
- Proven to have excellent organizational skills and attention to detail, an eagerness to work in a fast-paced environment, and the ability to manage a diverse workload.
- Strong attention to detail and ability to problem solve and drive outcomes.
- Team player with a positive attitude and willingness to learn, while supporting the learning and development of team members.
