N241 is looking for a Deputy Project Leader for our support to the Chief Data and Artificial Intelligence Office (CDAO). The CDAO is the DoD’s Center of Excellence for Artificial Intelligence (AI), data, and analytics that provides a critical mass of expertise to help the Department harness the game-changing power of new technologies at scale. To help prepare the Department for AI and data-enabled operations, the CDAO integrates technology development, with the requisite policies, knowledge, processes, and relationships to ensure long term success and scalability.
One of the missions of the CDAO is to transform the DoD by accelerating the delivery and adoption of AI to achieve mission impact at scale. The goal is to use AI to solve large and complex problem sets that span multiple services; then, ensure the Services and Components have real-time access to ever-improving libraries of data sets and tools. The CDAO’s holistic approach includes:
- Accelerating the delivery and adoption of AI and Autonomy
- Scaling the impact of AI & Autonomy across the Department
- Guiding DoD use of AI through strategic planning, road mapping, and identification of capability gaps
- Assuring AI-enabled systems across the Department
- Establishing a common foundation that enables decentralized execution and experimentation
- Evolving partnerships with industry, academia, allies, and partners
- Cultivating a leading AI & Autonomy workforce
- Leading in military AI ethics and safety
Roles and Responsibilities:
- Work with the PL to build and sustain a trusted relationship with the customer and stakeholders.
- Work with the CDAO leadership to shape the MITRE work program and customer strategy.
- Develop and execute customer work shaping and engagement plans aligned with the overall portfolio strategy.
- Gain a thorough understanding of the customer's mission, environment and critical challenges and align MITRE tasks and capabilities to address these challenges.
- Work with the N241 Chief Engineer to develop high-quality, data-driven technical products which provide objective solutions to the customer’s critical challenges.
- Work with the project’s task leaders to explain their connection to strategic priorities, approve work plans, resolve issues, connect and coordinate related efforts, and avoid duplicative work.
- Ensure proper resource allocation for plan execution (e.g. level of effort, dollars, and technical staff).
- Justify NSEC ceiling allocations and advocate for impactful MITRE work with Sponsor and MITRE leadership.
- Align project work to MITRE corporate strategy and inspire MITRE Internal Research focus areas (MIP).
- Track delivery and take appropriate action as necessary to correct shortfalls or overruns.
- Coordinate staffing and hiring with Portfolio Manager and Resource Managers.
- The successful candidate must spend time as needed at the customer site in Falls Church, VA and/or the Pentagon, at least weekly.
Basic Qualifications:
- Typically, 8 years of related experience with a bachelor’s degree in computer science, systems or Computer engineering, or related field; or 6 years and a master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
- Experience working with, or knowledge of DoD systems and organizations.
- Demonstrated technical experience delivering impactful AI, data, analytics, and/or autonomy solutions for government sponsors.
- Proven ability to execute customer work shaping and engagement plans aligned with the organizational goals. Ability to build and sustain trusted relationship with the customer and key stakeholders.
- Experience leading multi-disciplined technical teams, tasks, or projects.
- Excellent verbal and written communication skills along with the ability to articulate complex topics to sponsors and staff.
- Demonstrated ability to work well in collaborative and dynamic environments fostering innovation in areas that provide enhanced capabilities to MITRE’s sponsors and result in significant mission impact.
- Proven track record in work shaping to meet sponsor needs and the ability to define outcomes and work plans for complex projects or programs.
- Technical leadership demonstrated by proven experience leading diverse teams to accomplish significant technical outcomes and deliver data driven products to our sponsors.
- Demonstrated ability and desire to develop and mentor junior staff.
- Active Top Secret level security clearance with the ability to obtain and maintain an active Top-Secret/SCI clearance.
- Strong written and verbal communication skills; effective technical presentation skills.
- This position requires a minimum of 4 days a week on-site.
Preferred Qualifications:
- A master’s degree or PhD in computer science, computer engineering, systems or artificial intelligence, or related field as well as 10 or more years of relevant experience.
- Strong background in AI/ML, autonomy, data engineering, and/or analytics.
- Experience with AI Assurance, T&E of AI, and Strategic Road mapping for the DoD.
- Experience with AI techniques for cyber applications.
- Experience operating in support of high-level DoD staff (OSD, Joint Staff, Components or Combatant Commands).
- Proven ability to apply agile methodologies to large complex IT-based systems.
- Solid understanding of trusted advisor concepts and their practical application.
- Knowledge and experience with MITRE project management approach.
- Experience leading large (8 STE or larger) multi-disciplined teams.
- Proven track record of partnering with external organizations, including with the government, academia, and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs.
- Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth.
- An existing, active Top-Secret/SCI clearance.
