The HQ Air Force Research Laboratory seeks to fill the position of Division Chief, Digital Technology Services (AFRL/DSC), serving as the key business advisor and professional expert in the areas of technology development and services, programming and execution, and adapting to the technology-driven landscape to ensure AFRL HQ remains agile and effective. The incumbent also serves as the HQ Chief Information Officer (CIO). The AFRL/DSC Chief establishes a culture of customer service, analyzes current business processes, and utilizes customer feedback and organizational data to integrate and streamline HQ processes in the identified areas directly impacting HQ data management infrastructure and digital transformation efforts. Position duties include, but are not limited to:
- Responsible for the planning and leadership of financial/technical assessments to make determinations on the impact of a variety of resources.
- Establishes HQ policy for digital transformation and information management and partners with other AFRL organizations to develop and implement best practices.
- Partners with HQ Leadership, impacted organizations, and CIO/CITOs across AFMC and AFRL to establish digital and technology requirements. Leads teams to establish strategic plans to meet identified requirements and implement solutions.
- Ensure systems meet Department of the Air Force requirements. Promote appropriate risk management and recommend controls and other mitigations to manage residual risks.
- Develops and implements HQ processes and policies as needed for all aspects of HQ digital and technology management, to include daily operations of the HelpDesk, and resource management for HQ IT services.
- Identifies resourcing shortfalls and develops mitigation strategies; partners with impacted stakeholders and DS leadership to implement.

Required Qualifications
- US Citizenship
- Applicants must have at least one (1) year of specialized experience at the next lower grade of position being advertised, or equivalent in other pay systems.
- Obtain and maintain the appropriate security clearance.
- This position may be deemed a drug testing designated position.
- This is a cyber-related position and must adhere to and/or possess the following cyber-workforce coding/certifications:
- A Bachelor of Science (BS) degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution fulfills the educational requirement.
Or
- An approved DoD 8140 cyber-related certification.

Desired Qualifications
- 3+ years in Information Technology; possessing relevant certifications.
- Demonstrated experience with digital process transformation, to include integration and streamlining of requirements.
- Experience in leading teams and implementing strategic change management initiatives, with an emphasis on developing a culture of customer service.
- Experience in DAF IT modernization and digital transformation strategy.
