We are seeking a strategic and dynamic Chief Human Resources Officer (CHRO)/Director of Human Resources to lead our Human Resources department. The CHRO will be responsible for overseeing key HR functions, including: Training and Development, Data Management (HRIS) & Analysis, Benefits (self-funded) & Wellness, Employee and Labor Relations, Workforce Planning, Job Classification & Compensation, Volunteer Services, Risk & Safety and Ethics and Compliance.
Develop and implement strategic HR plans aligned with organizational goals, providing leadership to the HR team and collaborating with senior management to integrate HR strategies while ensuring compliance with employment laws and best practices.
Oversee workforce planning and manage recruitment strategies to attract and retain top talent, directing effective selection processes and promoting equitable practices in hiring.
Utilize HR data analytics and manage the HRIS (Workday) to inform decision-making, provide insightful reports for workforce planning, and identify trends and opportunities for continuous improvement.
Oversee employee relations processes, including conflict resolution and grievance handling, while ensuring compliance with labor laws and facilitating communication between management and employees to promote a positive work environment.
Develop and implement workplace safety and risk programs, mitigate organizational risks related to HR practices, ensure compliance with safety regulations, and oversee claim management processes in a self-funded environment.
Manage self-funded employee benefits programs, including health insurance, retirement plans, and leave policies, while overseeing wellness initiatives and ensuring compliance with regulatory requirements and industry standards.
Oversee job classification and compensation programs to ensure equity and competitiveness, manage salary surveys and benchmarking, and develop strategies to attract, retain, and motivate employees.
Manage the design, implementation, and coordination of training and development programs to enhance employee skills and competencies, while evaluating their effectiveness and making necessary adjustments.
Manage occupational health programs and oversee the Employee Health Center operations, including medical services and wellness programs, while ensuring compliance with health and safety regulations.
Establish and enforce ethical standards and compliance policies, provide guidance on ethical dilemmas, and manage investigations into alleged violations while implementing corrective actions.
Collaborate with department directors and county administration on HR initiatives, serve as a strategic partner in addressing HR challenges, and align HR strategies with organizational objectives alongside the Deputy County Administrator.
Oversee performance management processes, including goal setting and evaluations, while providing guidance to supervisors and ensuring consistency and fairness in evaluations and recognition programs.
Develop and manage the HR department budget, monitor expenditures, identify cost-saving opportunities and efficiencies, and ensure compliance with financial policies and reporting requirements.
Serve in a senior leadership role at the Sarasota County Emergency Operations Center for all emergency-related events.
About You
Minimum Qualifications:
Bachelor’s Degree from an accredited college or university in Human Resources, Business Administration, or related field AND eight (8) years of progressively responsible professional related experience. Three (3) years must have been in a senior capacity.
-OR- Master’s Degree from an accredited college or university in Human Resources, Business Administration, or a related field AND seven (7) years of experience.
Professional human resources certifications preferred.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
Financial Disclosure: This position is subject to a financial disclosure filing requirement where you must disclose financial data within 30 days of appointment and annually by July 1. Sarasota County Government’s Ethics and Compliance Officer will notify you within 10 days of hire of your responsibility to remain compliant with this policy.
Starting Pay Range: $150,000.00 - $164,000.00 /annually, based on experience.
