About the Position
IDB Invest has five Departments: Investment Operations, Strategy and Development, Risk Management, Legal, and Finance and Administration (FNA). FNA is made up of 4 divisions, including Controllership, Treasury, Analytics, Knowledge and Information and Operations. IDB Invest's business has significantly increased in size and complexity. Since 2016, more than 220 operations reaching over US$12 billion have been approved. At the end of 2019, a new Business Plan covering the 2020-2022 period was approved, projecting a 25% increase in business flow and 20% in projects under supervision. Given this, it is a strategic priority to strengthen the back-office functions of the institution, including those related to finance, loan disbursements, loan servicing, accounts receivables & payables, and to treasury settlements and cash management.
The team
The Controllership Division (CTR) oversees accounting and financial reporting, financial planning & budget, valuations, and administration and service-level agreements (SLAs) management. It develops and implements high-quality controllership standards and sound and effective policies that ensure IDB Invest’s financial integrity, discipline, and long-term financial sustainability. We are also responsible for strengthening the overall governance, responsiveness, and accountability of the SLA framework and fostering coordination and collaboration between the IDB Invest and the IDB.
We are looking for an extraordinary professional to lead our administration and SLA management efforts, ensuring financial integrity and operational efficiency.
What you’ll do:
- Lead the administration function of the institution in close coordination with Senior Leadership and the IDB counterparts.
- Manage and update the Administration Manual of the institution.
- Collaborate with the Corporate Procurement Unit to optimize service provision.
- Manage and negotiate SLAs, serving as the primary contact for both service provision and receipt.
- Monitor and adjust performance indicators and standards related to SLAs.
- Anticipate and adapt to future changes impacting SLAs.
- Negotiate with service provision counterparties at the IDB and achieve problem resolution to align services to IDB Invest business needs in a timely and efficient manner.
- Resolve disputes and manage escalations, ensuring SLA services align with IDB Invest’s requirements.
- Oversee the SLA budget and prepare regular reports for the Controller.
- Manage office space needs for headquarters and country offices, including rental agreements.
- Support the Records Management Section in the implementation of its IDB Invest work plan activities.
- Monitor the execution of IDB Invest organizational resilience plan which entails the annual update of business continuity plans and disaster recovery test.
- Drive operational improvement initiatives across business units in conjunction with clients to deliver efficiencies and benefits. Document and business processes, rules, and procedures.
- Foster a partnership approach to working with other teams across the organization and the IDBG.
- Participate in the preparation, coordination, and presentation of policies and policy adjustments in the corporate realm, as required, for the consideration of IDB Invest Management.
What you'll need
- A Master’s degree (or equivalent) in accounting, finance, business administration, or a related field. CPA or PMP certification is a plus.
- At least 8 years of relevant experience in accounting, finance, project management initiatives, or related fields. Experience in management consulting is highly valued.
- Strong understanding of administration and corporate services, preferably in an international environment.
- Demonstrated ability to identify opportunities for process improvement, procedures, policies among others to positively impact quality of service.
- Experience with process design, development and implementation including continuous improvement.
- Proven experience in managing complex projects, including negotiation, scheduling, cost control, risk management, contract management.
- Knowledge of accounting, financial and budgetary aspects, internal control and risk management.
- Strategic thinking, and analytical problem-solving skills, with a proven ability to add value through creative thinking.
- Excellent planning, analysis, organization, negotiation, and communication skills.
- Ability to understand the implications of evolving business requirements.
- Excellent team player with strong collaboration skills and commitment to results.
- Proficiency in financial systems, including PeopleSoft or SAP, and MS Office. Experience with these systems is a plus.
- Strong active listening and conflict resolution skills.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and/or Portuguese is a plus.
Requirements
Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
International: International staff contract, 36 months initially, renewable upon mutual agreement.
