MITRE is seeking a dynamic and experienced Deputy Chief Information Officer (Deputy CIO) to support the strategic direction and operational management of our Enterprise Technology (ET) center. The Deputy CIO will work closely with the Chief Information Officer (CIO) to drive technological advancement, modernize the IT landscape, optimize processes for IT operations, manage the financial budget, and ensure the alignment of IT initiatives with MITRE’s mission and goals.
This role emphasizes the development of actionable strategies, multi-year roadmaps, and the prioritization of initiatives to ensure alignment with organizational goals and financial budgets. Reporting to the CIO, the ideal candidate will work closely with the Enterprise Technology Senior Leadership Team (SLT) and laterally across leaders at MITRE, leveraging strong communication and leadership skills to guide technical teams, foster collaboration, and facilitate decision-making that drives strategic and operational excellence. A commitment to strategic program management, risk management, IT financial management, and process optimization is essential for translating business needs into successful outcomes, positioning the Enterprise Technology team to support MITRE’s mission.
Roles & Responsibilities:
Strategic Planning: Partner with the CIO in providing technology vision and direction for the enterprise across MITRE. Collaborate with the CIO and the Enterprise Technology Senior Leadership Team to develop and implement IT strategies and multiyear roadmaps that support MITRE’s objectives, enhance operational efficiency, and align within the fiscal year budget.
IT Operational Management: Strengthen IT resilience by executing strategies that improve reliability and resiliency. Enhance operational efficiency of the Enterprise Technology team to enable well-run IT Operations. Establish and implement continuous improvement programs across the IT organization. Develop a framework for measuring impact and outcome achievement of technical projects and programs. Drive initiatives to improve system reliability, scalability, and performance without compromising security and integrity.
Budget Management: Lead and manage the IT budget of the enterprise organization, ensuring efficient allocation of resources. Develop processes for financial management to regularly track financial performance compared to budget plans and strategic decisions that impact cost. Create a multi-year financial roadmap that tracks labor, capital, operating expenses, and depreciation aligned with vendor commitments. Create a process to manage cloud financial operations. Establish IT financial management processes to optimize enterprise IT spend, create future cost projections, and cost recovery. Create a culture of continuous cost optimization. Develop and control the annual budget to ensure that it's consistent with the overall strategic objectives of IT and the enterprise and is within plan.
Project Management: Lead the Program Management Office to create standard and efficient program management methodologies and frameworks that can be applied across all of Enterprise Technology. Lead and manage key IT projects, ensuring successful delivery and alignment with strategic goals ensuring they meet organizational needs and are delivered on time and within budget. Create an intake process for new initiatives/projects and a streamlined prioritization process – identifying resource constraints. Oversees the development and maintenance of IT policies, procedures, methodologies, and governance — as well as performance management frameworks and metrics — to ensure the IT organization delivers value to the enterprise.
Stakeholder Engagement: Work with internal and external stakeholders to understand their needs and ensure IT services meet or exceed expectations. Drive and facilitate effective collaboration and communications between the Enterprise Technology and the Sectors within MITRE.
Leadership and Management: Provide leadership to the IT team, fostering a culture of innovation, collaboration, and continuous improvement. Responsible for driving focus and prioritization within the IT organization through establishing strategic planning and governance principles and processes. Oversee the execution of high-impact, enterprise wide, strategic programs. Stay current with developments in new market trends and innovations in technology and the leadership of enterprise IT.
Basic Qualifications:
Minimum of 15 years of related experience with a Bachelor’s degree in computer science, Information Systems (advanced degree in related field preferred); or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.
Leadership experience of 15+ years, with the ability to develop and communicate a vision that aligns with the IT and business strategy.
Demonstrated leadership over large technical teams of 100+ staff.
Experience working in a highly matrixed organization navigating competing stakeholder priorities.
Proven expertise in working with public sector entities and government contracting.
Strong understanding of current and emerging technologies, with the ability to apply them strategically.
Experience in all facets of leading an internal IT Organization, including infrastructure, applications development, cloud architecture, cybersecurity, AI, data management, IT governance and IT financial management.
Excellent leadership, communication, and interpersonal skills.
Ability to manage multiple priorities in a fast-paced environment.
Strong problem-solving skills and a proactive approach to identifying and addressing challenges.
Strong leadership capability with proven track record of successful team development and working effectively with all organizational levels.
Expertise in budget planning, financial management and workforce management.
Ability to improve operational efficiency, service delivery and information management across the IT organization.
Ability to lead, motivate, and mentor a diverse team of professionals, fostering a culture of innovation and accountability. Promote continuous learning within the team, particularly around cloud technologies and other emerging technologies.
Drive the development and adoption of enterprise technology standards, governance processes and performance metrics and act as a liaison between technical teams and senior leadership, providing regular updates, insights, and recommendations on cloud infrastructure initiatives.
Excellent oral, written and interpersonal communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.
Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
Expert in IT strategic planning, IT governance formulation, and organizational change management.
Ability to build consensus, make decisions based on many variables, and gain support for major initiatives.
Strong business and financial acumen, including industry, domain-specific knowledge of the enterprise and its business units.
Active Top Secret/SCI Security Clearance.
Will require working at main campus 4 days a week.
