General Summary: Under general direction; performs work of considerable difficulty in managing the activities and operations of the Information Technology Department; performs related work as required.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
• Supervises and provides direction to managers in the area of department goals, staffing, proposed and on-going projects, and daily operations
• Assists with achieving the department’s goals to establish, develop, improve and maintain management information processing systems
• Facilitates a positive work environment and collaborative culture that encourages knowledge of, respect for, Kane County policies and culture, team members, and users.
• Supervises core operational sections of the IT department, including but not limited to Network Services, Computer Services and Cybersecurity.
• Ensures department requests for support and services are provided in a timely manner
• Functions as the liaison for several elected officials on more complex projects
• Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions
• Identifies and resolves employee relations and performance issues
• Establishes and maintains a professional work environment while providing appropriate leadership and direction
• Promotes positive morale, creativity and teamwork among staff
• Evaluates employee performance and sets clear goals and expectations
• Maintains relationship with outside vendors and assures compliance within the contracts
• Prepares timelines and allocates staff for department priorities
• Assists with the preparation of the department’s budgets that enable the department to meet its objectives
• Assists the department head with the Department’s budget process and helps ensure that the department functions within budget appropriations
• Prepares bids and specification for purchases according to County procurement procedures
• Establishes priorities, production control and work procedures for the department
• Collaborates with Chief Information Officer to develop and implement IT strategies that are aligned with the County’s goals and objectives
• Mentor and coach IT staff, fostering a culture of continuous learning and professional development
• Maintains regular attendance and punctuality
• Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned.
• Performs related duties as required or assigned within job classification.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
• Planning, organizing and supervising the work of others engaged in a variety of technology and related activities
• Implementation of large, complex information systems

• Establish and maintain effective working relationships with department and division staff, other departments and others, such as vendors
• Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc. to sufficiently exchange or convey information and to receive work direction

TRAINING, EDUCATION AND WORK EXPERIENCE:
• Bachelor’s Degree in Computer Science, Information Technology or related field preferred
• Eight years of progressively responsible experience in Information Technology, including five years at a management level with staffing and budgeting responsibility; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

EQUIPMENT USED TO PERFORM ESSENTIAL FUNCTIONS:
Computer, printer, scanner, phone, fax, copier, county vehicle, radio, and supplies related to duties.
WORKING CONDITIONS WHILE PERFORMING ESSENTIAL FUNCTIONS:
• 40-hour on site work week
• On call availability
• Ability to legally operate a motor vehicle.
• Ability to pass a criminal background check.
• Ability to work in all Kane County building environments.
• Ability to obtain LEADS and CJIS certification.
