Job Title: Chief Medical Officer and Director of Primary Care
Reports To: Chief Executive Officer (CEO)
Job Summary:
The Chief Medical Officer and Director of Primary Care (CMO) is a key member of the leadership team, responsible for overseeing the clinical operations of the People’s Health Clinic, which serves more than 3000 individual patients per year. The CMO ensures the delivery of high-quality, patient-centered care, fosters a culture of clinical excellence, and promotes health equity within the community. The CMO collaborates with medical providers, staff, and external partners to enhance healthcare services, optimize patient outcomes, and advance the mission of the People’s Health Clinic.
Key Responsibilities:
- Clinical Leadership:
- Provide strategic direction and oversight of all clinical programs and services with direct accountability for primary care programs and services including the Diabetes, Hypertension, Vaccination, and Latent Tuberculosis programs.
- Develop and implement clinical protocols, policies, and procedures to ensure evidence-based, patient-centered care.
- Foster a collaborative environment between medical staff and support teams.
- Ensure compliance with healthcare regulations, standards of care, and quality assurance programs.
- Promote health equity initiatives and culturally competent care within the organization and throughout the community.
- Quality Improvement:
- Lead quality improvement and performance initiatives to enhance patient outcomes and safety.
- Monitor clinical outcomes, patient satisfaction, and other key performance indicators (KPIs).
- Analyze clinical data to identify opportunities for operational efficiencies and improved care delivery.
- Medical Staff Oversight:
- Recruit, supervise, and mentor staff and volunteer medical providers, including physicians, nurse practitioners, and physician assistants.
- Evaluate direct reports; currently 5 staff providers.
- Oversee professional development and continuing education opportunities for clinical staff.
- Maintain and update credentialing and privileging processes.
- Foster a culture of collaboration, accountability, and professionalism across the clinical team.
- Community Engagement and Partnerships:
- Represent the People’s Health Clinic in local and regional healthcare forums and partnerships.
- Collaborate with community stakeholders, healthcare providers, and government agencies to address public health challenges.
- Lead initiatives to improve community health outcomes for underserved and uninsured populations.
- Support patient outreach and education efforts to improve health literacy and access to care.
- Operational and Financial Management:
- Work closely with the CEO and Chief Accounting Officer to ensure alignment of clinical services with the financial goals of the organization.
- Participate in budgeting, resource allocation, and grant applications to support clinical operations.
- Ensure the efficient use of medical resources, including staffing, equipment, and technology.
- Contribute to the development of long-term strategic plans to meet the evolving healthcare needs of the community.
- Compliance and Risk Management:
- Ensure compliance with local, state, and federal healthcare regulations.
- Oversee the development and implementation of risk management and patient safety programs.
- Lead efforts to manage malpractice risks and improve clinical safety protocols.
- Serve as the primary contact for external regulatory bodies and accrediting organizations.
Qualifications:
- Doctor of Medicine (MD) degree from an accredited institution.
- Board certification in a primary care specialty (Family Medicine, Internal Medicine, Pediatrics).
- A minimum of 7-10 years of clinical practice experience, with at least 3-5 years in a leadership role.
- Experience in a community health, public health, or safety-net healthcare setting is preferred.
- Strong knowledge of healthcare regulations, quality improvement practices, and healthcare delivery systems.
- Proven ability to lead and inspire clinical teams in a collaborative environment.

Working Conditions:
- Full-time position, 30 hours/week with a mix of clinical and administrative duties:
- Approximately 12 hours of clinical time and 18 hours of administrative time per week.
- One evening clinic per week with option for additional evening hours.
- Serves on the People’s Health Clinic’s Board of Trustees as an ex-officio member.
- Chairs the Medical Advisory Committee to the Board.
- Attends monthly Leadership Team meetings.
- Leads monthly staff meetings.
- Reports to the CEO.
- Works closely with the Operations Director, Patient Access Director, Assistant Medical Director, Women's Health Medical Director, Mental Health Program Director, Diabetes Program Director, Hypertension Program Director, and Director of Pediatrics.
