Management:

- Manage the activities of subcontractors on assigned programs.
- Oversee schedule, scope, and milestone performance of assigned programs. Resolve issues, mitigate risks, and collect lessons learned for improvement across multiple projects.
- Lead the establishment of common practices, tools, and templates for portfolio and project management, ensuring adherence to company standards or policies.
- Provide data-driven expertise on HHS agency programs and payment/delivery system reform to drive health-related growth at the federal and state government.
- Develop and implement strategic plans for expanding RELIs data analytics, survey, clinical quality measurement, and analytic footprint (in conjunction with Health Informatics Services Sector Leadership).
- Lead all sector activities related to data analysis, Medicare policy analysis, and advanced analytics serving as the project manager across all applicable projects, as required.
Business Development:
- Build the confidence of customers and partners through knowledge and understanding of the alignment of clients needs and RELIs capabilities.
- Position RELI as a trusted advisor with Federal Government Clients.
- Nurture excellent business relations with a portfolio of key healthcare clients.
- Seek out new business opportunities, act as a liaison with external contractors and federal stakeholders.
- Collaborate with RELI practice leads and sector leads to identify prime and sub business opportunities.
- Lead development of solutions to support proposal activities that span across sectors; serve as technical lead on proposals, defining staffing needs, roles, and responsibilities.
- Writing and leading assigned technical proposals for government clients.
- Develop technical whitepapers and client presentations.
- Build new relationships with federal and state agencies, business partners, and universities to support current and future work.
Technical:
- Use experience, knowledge, and expertise in the social sciences (e.g., experimental social psychology, sociology) to lead various research efforts.
- Collaborate with team leads to develop and implement methods to monitor the effectiveness of processes, protocols, and procedures.
- Direct the design, execution, and interpretation of research across a variety of mixed methods, quantitative, and qualitative methods.
- Conduct health policy research and background research to understand the policy context relevant to conducting qualitative and quantitative analyses.
- Able to lead and contribute to clinical, payment, and policy white papers, blog articles, and publications that present research findings for various audiences.
- Participate in standing Sector-Level and cross-sector business development meetings.
Minimum Qualifications:
- Graduate degree in healthcare analytics (e.g., MS, MPH, PhD, etc.).
- 10+ years' experience leading multiple, cross-functional projects and teams on federal healthcare agencies (e.g., CMS, CDC, SAMHSA, NIH) including business development and capture experience.
- 10+ years experience in management and oversight of complex healthcare projects, coordinating prime and subcontractor staff, and client and external stakeholders.
- Advanced understanding of Project Management principles and the PMBoK.
- Excellent leadership skills.
- Exceptional organization and time-management skills.
- Able to manage multiple simultaneous tasks and meet deadlines under pressure.
- Knowledge of best practices meeting government guidelines.
- Excellent verbal and written communication skills.
- Excellent, demonstrated ability to lead a project delivery team to analyze healthcare-related data, including clinical quality measurement, policy analysis, evaluation, implementation, and monitoring.
- Expert in quantitative and/or qualitative methods with a broad understanding of health policy issues; experienced in mixed-mode analytics using standard software packages (e.g., Stata, SAS, SPSS, R, NVivo, PowerBI, Tableau).
- Demonstrated experience publishing manuscripts through the peer-review process and/or publishing in peer-review journals.
- Ability to expand external visibility through venues such as technical expert panel or committee/workgroup participation, publications, presentations, and white papers.
