The District is seeking candidates for Senior Executive Director, Finance, pending Board of Education approval.
BASIC FUNCTION:
The Senior Executive Director, Finance, will plan, organize, direct, and oversee the operations of the District’s finance, payroll and benefits, and strategic sourcing and contracts departments; develop, implement, and monitor the functions related to the District’s budget, financial planning and monitoring, Federal and State programs and compliance, accounting, payroll, strategic sourcing and contracts, and related policies and procedures.

- Scheduled for 12 months per year

- Plan, organize, and lead the District-wide system of budget preparation, administration, investment, control, and reporting. E
- Lead the planning and direction of robust position control management and payroll and employee benefits operations. E
- Provide leadership, direction, and oversight of strategic sourcing and contracts; develop, implement, and monitor policies and procedures related to the purchase of supplies, equipment, and services. E
- Develop and maintain financial decision-making analyses, tools, and forecasts to support the District’s strategic plan, educational priorities, and capital improvement programs to align fiscal and human resources with District objectives. E
- Lead the development of information for immediate and long-range financial management and planning; provide technical guidance to site, program, and District leaders to maintain budgetary controls in accordance with fiscal best practices, District policies and procedures, Education Code, and local, state, and federal laws. E
- Direct the development and implementation of the District’s annual budget; preparation of recurring budget variance analyses, statistical, and narrative reports; preparation of materials related to school finance; lead the analysis of legislation pertaining to school finance and make recommendations to the Superintendent of Public Education and Board of Education. E
- Perform complex analyses on the fiscal performance and integrity of all District funds to determine impact to the District, and develop accounting, business, and fiscal strategies based on the outcome of analyses; develop strategies and make recommendations for improving finance operations District-wide. E
- Oversee and direct the closure of fiscal year-end financials and ensure accuracy of all reports and statements; coordinate the issuance of debt and/or lease instruments, such as certificates of participation, general obligation bonds, special tax bonds and/or revenue bonds. E
- Prepare and deliver information, reports, and presentations to the Board of Education, District staff, and the public in the areas of division responsibilities. E
- Develop, plan, recommend, and implement policies and procedures for assigned programs and services. E
- Select, train, and evaluate performance of assigned staff. E
- Perform other duties as assigned.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
A combination of training, experience and/or education equivalent to a Master’s degree in business administration, accounting, public administration, or a related field and eight (8) years of progressively responsible fiscal and business management experience. Five (5) years of experience as a leader of a major organizational unit in a school district or large and complex organization is highly desirable.
LICENSES AND OTHER REQUIREMENTS:
Valid California Driver's License.
