Job Description Summary
This is a tremendous opportunity for a stellar senior leader who will serve as a critical member of the senior management team. Reporting to the CEO and working in close collaboration with the President of Solutions division, the SVP, Policy will strategize with senior leaders organization-wide to develop and implement a refined policy platform that will advance the strategic priorities of Enterprise Community Partners (“Enterprise”); drive a bold and new policy expansion in housing supply, climate, homelessness and rental assistance in concert with other industry leaders and policy makers; and oversee a high functioning policy and research team, solidifying a bi-partisan policy agenda and promoting bold advocacy at the federal, state and local levels. The SVP, Policy will provide mentoring, guidance, supervision, and professional development to staff as the policy team is the largest in the country, with 14 people on the federal policy team and another 14 state and local policy staff reporting directly to the markets across the country. The team will expand in 2024 to include 4 new positions: 2 state and local policy staff, a leader on homelessness policy and a leader on climate policy.
Job Description
Specifically, The Senior Vice President, Public Policy will:
- In concert with partners and industry leaders, build and elevate a national policy platform that advances resources and programs designed to increase housing supply, advance racial equity, and build resilience and upward mobility for low-income individuals, families, and people experiencing homelessness nationwide;
- Direct and oversee all activities of Enterprise’s Washington, DC‐based policy staff, which develops and advocates policies beneficial to community‐based revitalization;
- Serve as the primary point of contact to key Congressional and executive branch staff, educating them broadly about Enterprise’s activities and serving as a resource for objective, bipartisan information;
- Lead and participate in Enterprise’s national legislative advocacy campaigns and other cross sector efforts in conjunction with national partner organizations to secure annual appropriations funding for community development programs and expansion of funding for affordable housing, including the low-income housing tax credit (housing credit);
- Manage and drive support for adoption of Enterprise’s comprehensive policy platform informed by our stakeholders and Enterprise’s strategic priorities;
- Deepen state and local policy advocacy in collaboration with the senior staff and vice presidents, supporting Enterprise local offices in strengthening knowledge and capacity of effective policy development and advocacy on issues related to affordable and community development;
- Serve as counsel to Enterprise’s senior staff across divisions (Solutions/Capital/Residential) and market offices, our board of trustees, affiliated organizations and community‐based partners on affordable housing and community development legislation;
- Collaborate with Enterprise Solutions leadership and staff to further develop our collective vision of how-to best increase opportunity, upward mobility, and scale and preserve the affordable housing supply to meet the need;
- Regularly engage with the Board of Directors to organize an annual Policy Retreat;
- Respond to other Enterprise opportunities and innovations, as appropriate, including overseeing the drafting of testimony, letters, legislative analyses, and advocacy materials;
- Limited travel is expected to Enterprise Markets. This position will be based in the Washington, DC office and be required periodically to meet with senior staff and partners across the organization.
Qualifications:
- Bachelor's Degree - An undergraduate degree is required. A graduate degree in Public Policy, or other related discipline is desirable.
- 10 years related experience.
- Extensive experience in strategic policy development, preferably in housing, community development, government, or related field with a demonstration of the ability to strategize, lead and implement a bipartisan policy agenda with a team of significant size and scale.
- Strong visionary and strategic thinking skills, centered on organizational mission.
- Previous federal policy and legislative experience, particularly on Capitol Hill and with Appropriations, Banking, Financial Services, Ways and Means and Finance Committees, and experience running a national advocacy campaign strongly preferred.
- Strong management capability with the ability to lead, manage and mentor a team of highly effective professionals.
- Demonstrable history of planning and managing a budget of significant size.
- Ability to work in an environment with expectations for collaborative work within a larger organization that has shared accountabilities for the advocacy effort.
- Strong experience and/or interest in working creatively with our communications team to ensure advocacy efforts are echoed in increasing array of communications venues and audiences.
- A history of strong external relationship building and relationship management with a wide range of industry colleagues in the political, marketing, and public relations arenas.
- Strong written and oral executive communication skills.
- Ability to represent Enterprise and speak before large audiences at national industry events.
- A commitment to improving opportunities for very low- and extremely low-income people.

The base salary for this role is $277,455 to $336,815, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
