Job Summary: Reporting to the Executive Vice President for Finance and Administration, the Associate Vice President & Chief Information Officer (AVP/CIO) will provide visionary leadership to advance Morgan State University’s mission of excellence in education, research, and public service. The AVP/CIO will be responsible for developing and executing a forward-thinking, institution-wide technology strategy that enhances the university’s infrastructure, drives innovation, and supports the institution’s goal of achieving R1 research status. The AVP/CIO will collaborate closely with senior leadership, faculty, staff, and external partners to align technology initiatives with the university’s strategic priorities. With a strong focus on digital transformation and operational efficiency, the AVP/CIO will lead efforts to modernize the university’s IT infrastructure, promote a data-driven culture, and ensure that technology investments enhance student success and equitable access to education. This role requires a dynamic leader who is committed to fostering a diverse and inclusive environment, implementing cutting-edge solutions to meet the evolving needs of higher education, and ensuring the university’s long-term growth and sustainability through strategic technology planning.
Job Duties:
- Strategic Leadership: Conduct a comprehensive assessment of the university’s IT strategy and infrastructure. Identify key areas for improvement and provide strategic recommendations to enhance digital transformation, operational efficiency, and alignment with institutional goals.
- Advise senior leadership on potential opportunities for advancing student success, research, and administrative effectiveness through technology.
- Digital Transformation and Innovation: Evaluate DIT’s functional operations, processes, and infrastructure. Identify inefficiencies or gaps and provide targeted recommendations to enhance service delivery, resource allocation, and responsiveness.
- Advise on optimizing IT practices to better align with university goals, focusing on streamlining operations and promoting a culture of adaptability and continuous improvement within the Division.
- Collaboration and Stakeholder Engagement: Engage with senior leadership, faculty, staff, and external partners to foster collaborative relationships. Collaborate with academic and administrative units to ensure IT initiatives enhance academic research, teaching, student access, and operational efficiency.
- Information Security and Risk Management: Oversee the development and improvement of a comprehensive cybersecurity strategy to protect the university’s digital assets and data. Advise on enhancements to existing plans and offer guidance on strengthening the university’s ability to mitigate risks and respond effectively to potential disruptions.
- Student Success and Equity: Support university-wide efforts to improve student access, retention, and success by ensuring that technological resources align with the institution’s commitment to equity and inclusion. Leverage technology to enhance learning environments and improve the student experience.
- Operational Excellence: Provide strategic leadership for all IT operations, including network services, enterprise applications, telecommunications, academic technology support, and end-user services. Ensure that the university’s technology infrastructure and digital services continue to evolve to meet the dynamic needs of students, faculty, and staff. Focus on scalability, flexibility, and user-centered solutions to support the institution’s mission in education, research, and public service.
- Data-Driven Decision Making: Provide guidance on optimizing the use of data analytics and business intelligence to support institutional decision-making and effectiveness. Identify opportunities to improve data access, streamline reporting, and enhance analysis capabilities. Recommend strategies to ensure that data infrastructure aligns with the university’s strategic goals and operational needs.
- Financial Stewardship and Resource Management: Develop and manage the Division’s budget, ensuring fiscal responsibility and transparency. Lead efforts to acquire and allocate resources efficiently, while ensuring that technology investments deliver long-term value for the university.
- Policy Development and Compliance: Support the review and refinement of IT policies to ensure compliance with state and federal regulations. Offer strategic input on aligning policies with institutional priorities, focusing on innovation, data security, and student success. Provide insights to strengthen compliance processes and ensure that the university’s technology framework meets regulatory standards and operational goals.
- Leadership in Institutional Growth: Actively participate in institutional strategic planning and policy development. Serve on committees and represent the Division in university-wide initiatives, providing insights on how technology can further Morgan State University’s strategic objectives.
- Professional Development and Team Leadership: Lead, mentor, and develop the IT staff, fostering a culture of continuous learning, innovation, and professional growth. Ensure that the Division remains at the forefront of industry advancements and adopts best practices, positioning the university to effectively leverage technology in support of its academic, research, and administrative goals.
Requested Minimum Qualifications:
Education Required: The successful candidate must have achieved a Master’s Degree or Higher in Business Administration, Information Technology, Computer Science, or a related field from an accredited college or university.
Experience Required:
- A minimum of 15 years of progressively responsible experience in IT leadership, with at least 7 years in an executive role overseeing technology strategy and operations within a complex organization is required.
- Proven experience driving digital transformation and leading large-scale technology initiatives that support academic, research, and administrative functions.
- Extensive experience developing and implementing strategic plans that align IT initiatives with institutional goals, fostering collaboration with a diverse range of internal and external stakeholders.
- A strong track record of building and leading high-performing, diverse teams, and promoting a culture of innovation, continuous learning, and operational excellence.
Other Preferences for Consideration:
- Advanced degrees and relevant certifications in leadership or technology disciplines are highly preferred.
- Experience preferably in higher education, research, or the public sector is also preferred.
Knowledge, Skills & Abilities:
- Ability to lead large-scale technology initiatives that align with institutional goals, driving innovation and operational efficiency.
- Demonstrated knowledge in IT governance, enterprise systems, CRM / SIS, cybersecurity, data analytics, and user support services.
- Strong communication and relationship-building skills with internal and external stakeholders.
- Expertise in using data analytics and business intelligence to inform decision-making and optimize institutional performance.
- Ability to lead organizational change and transformation in dynamic environments.
- Skilled in developing and implementing comprehensive information security strategies, ensuring compliance and risk management.
- Experience in building and mentoring high-performing IT teams, fostering a culture of innovation and continuous learning.
- Budgeting and financial management skills, optimizing technology investments and resources.
