Primary Purpose:
Provide leadership in the development, direction and management of district personnel functions to ensure quality staffing and effective practices in personnel management as well as interpret and recommend personnel policies and regulations for the district.
Minimum Qualifications:
Education/Certification/Experience:
Master's Degree in Education or related field with at least 6 years of administrative experience including Human Resources experience.
Texas Principal or Mid-Management Certification preferred.
Valid Texas Teaching Certificate preferred.
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.

Knowledge of the selection, training, and supervision of personnel.

Instructional Management
The Chief Human Resources Officer promotes improvement of instruction through activities such as the following:
- Work cooperatively with principals and staff to define personnel needs regarding instructional management.
- Ensures that support services are supportive of the instructional goals and objectives of the district and the attainment of the Campus Performance Objectives (Academic Excellence indicators).
Organization Management
The Chief Human Resources Officer manages administrative, fiscal, and facilities functions responsibly through activities such as the following:
- Maintain personnel records and other district records as required by the Texas Education Agency, Board policies, and state law, and prepare necessary reports.
- Work cooperatively with others to ensure that the risk management program is effective at improving safety and reducing costs.
- Work with others to compile and report projections of personnel and facility needs.
- Serve as a hearing officer for employee grievance matters brought to the hearing level.
Organization Improvement
The Chief Human Resources Officer promotes leadership in efforts to improve the school or organization through activities such as the following:
- Use management practices that promote collegiality, teamwork, and collaborative decision making among staff members.
- Provide for effective two-way communication channel with staff, district employees, media, community, and the Board.
- Encourage and promote effective incentive and recognition programs for employee performance (e.g., administrators, teachers, classified/auxiliary groups, staff).
- Demonstrate high expectations of students and staff.
- Cooperatively develops long and short-range objectives and goals for the support operations of the school district.
- Ensure all instructional staff supports positive climate on assigned campuses.
- Ensure that personnel and service operations contribute to the attainment of district goals and objectives.
- Work cooperatively with others to meet personnel needs essential to the success of school improvement efforts.
- Serve as a primary communications interface for the maintenance and transportation departments with the schools, administration, the Board and the community.
- Contribute to district-wide school improvement efforts and the attainment of academic excellence indicators as a member of the administrative team.
- Keep up-to-date on state, federal, and local safety requirements for students and staff.
- Conduct work-site observations to remain familiar with the scope and quality of services provided.
Personnel Management
The Chief Human Resources Officer provides oversight and manages personnel through activities such as the following:
- Plan, implement, and evaluate district programs for recruitment, selection, orientation, and assignment of district employees.
- Lead in the development, implementation, and evaluation of an appraisal and evaluation system.
- Define job performance expectations of subordinate staff, evaluate job performance, conduct conferences, and develop training options and/or improvement plans to ensure the best operation of the departments.
- Maintain a professional growth and development program for employees under his/her direction.
- Supervise the development and updating of the district's job descriptions.
- Participate in the personnel evaluation process to the extent required by the building principal and the Superintendent.
- Work with the principals in the interviewing and selection of qualified applicants for teaching position.
- Administer the district's policies and procedures for employees, including salaries, fringe benefits, absences and leaves, worker's compensation, and unemployment insurance as well as other personnel functions.
- Monitor and report the extent to which the district's policies and procedures are implemented uniformly and consistent.
- Work cooperatively with others to ensure compliance with personnel laws and regulations (Equal Employment Opportunity compliance, EEOC, Title IX, Fair Labor Standards Act).
- Ensure that the employee handbook is compiled, updated annually, distributed, and perceived as useful.
- Administer staff assessments for the District, working with the district administrators and staff in assessment formulation and review.
- Ensure that the PEIMS data regarding personnel is accurate prior to its submission to the State.
Communication and Community Relations
The Chief Human Resources Officer promotes a positive tone for school or community relations through activities such as the following:
- Articulate the District's mission to the community and solicit its support in realizing the mission.
- Demonstrate awareness of district/community needs and initiate activities to meet those identified needs.
- Project a positive image to the school and the community.
Professional Growth and Development
The Chief Human Resources Officer provides leadership in professional growth and development through activities such as the following:
- Provide leadership in addressing challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals.
- Observe professional ethical standards of behavior in accordance with the Texas Education Agency code of ethics.
- Provide leadership in the use of information and insights provided through assessment instruments, the district appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
Qualities of an Effective Assistant Superintendent
The Chief Human Resources Officer exhibits qualities such as the following:
- Daily attendance and punctuality at work are essential functions of the job.
- Correct unsafe conditions in work area and report any conditions that are not correctable to appropriate person immediately.
- Shall comply with District policies, as well as state and federal laws and regulations.

Supervisory Responsibilities:
Supervise and evaluate the performance of district level personnel assigned to the Department of Human Resources. Assist in the supervision and evaluation of other district personnel as assigned by the Superintendent.
Equipment:
Computer, computer software programs and peripherals, scanner, printer, copier, fax and other equipment applicable to position.

- Occasional district wide and statewide travel.
- Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
