Our commentary, private advocacy, and public engagements are designed to inform and advise national, state, and local decision makers charged with managing U.S. national security and protecting Americans.
Position Summary:
The Truman Center and Truman National Security Project seek a creative, enthusiastic, and detail-oriented Policy and Programs Manager. Our current thematic priorities include great power competition, nuclear risk reduction, democracy protection, and immigration policy, with plans to expand research, programming, and advocacy to other focus areas consistent with Truman’s values and mission. Our team spends a lot of time helping subnational leaders - governors, mayors and others - throughout the country to engage on foreign policy and national security. The Policy and Programs Manager will be key to that effort and a core member of the Policy & Programs team, primarily focused on two activity sets: (1) creating and strengthening connections and collaboration on national security issues between state and local communities nationwide and Washington; and (2) developing approaches to institutional reform across the U.S. national security apparatus, including innovation to enhance agency mission performance, analytic agility, and technology, and policy and practices related to diversity and inclusion.
This is a mid-level role on our Policy & Programs team. We are a small team, with each member contributing to every aspect of our work. That means that the individual in this role will do some administrative work, as every member of our team does to contribute to our success.
KEY RESPONSIBILITIES:
Program Management (50%):
- Play a leading role in managing donor-funded programs, ensuring that deliverables are on time and within budget; this includes managing multiple components of programs, such as contracts, work plans, budgets and consultants, and ensuring that metrics are being tracked and logged in Salesforce, and that the relevant grant reports for funders are submitted on time;
- Identify, recommend, and implement new processes to improve the planning and execution of programs and overall team operations;
- Develop connections between programs and Truman National Security Project members, regularly seeking opportunities for them to elevate their voices and contribute their expertise to achieving program objectives;
- Oversee the work of interns on the team, ensuring they have a valuable professional experience.
Strategy and fundraising (25%):
- Collaborate with colleagues to design innovative policies and programs and bring them to fruition;
- Produce written materials that synthesize ideas from events and other programming, conduct research for prospective new grants, draft grant proposals, provide background research for policy and communications products, and write policy materials;
- Work closely with the Development team to track correspondence and tasks related to foundation and private donors;
- Serve as a liaison and Truman representative at internal and external meetings, and establish and maintain partnerships within and beyond the organization to advance our mission.
Communications and events (25%):
- Contribute to and coordinate communication strategies, in close collaboration with the Communications team, including media outreach, dissemination of reports, social media and web presence, and production of tools and multimedia projects;
- Organize logistics for events and meetings within and outside the Truman community, in Washington and in other locations in the U.S.. Oversee execution of events, leading a team and taking ownership of all details.
Requirements
- Bachelor’s degree;
- Three to five years of experience in program coordination and management;
- Excellent written and verbal communications skills, with an ability to produce high quality work quickly and consistently;
- Must be organized, with strong attention to detail and an ability to successfully plan and execute activities across several lines of programming;
- A strong team player willing to dive into both programmatic and administrative tasks;
- Demonstrated experience and interest in working at the intersection of policy, programs and politics;
- Willingness to occasionally work long hours, including nights and weekends for special events, some travel possible;
- Ability to work effectively remotely;
- Strong interpersonal skills and adept at building bridges between people and connecting ideas;
- Entrepreneurial and innovative, constantly looking for ways to improve systems;
- Strong ability to stay digitally organized, including familiarity with Google Workspace;
- Deep commitment to Truman values and enthusiasm for advancing progressive national security policies.
Preferred:
- Bachelor’s degree in a field related to national security or international relations;
- Experience with mass email programs and CRMs (Salesforce database experience a strong plus);
- Grant writing experience;
- Existing knowledge of think tanks and Capitol Hill and Executive Branch offices relevant to national security and foreign policy.
Location:
Washington, D.C. This is a hybrid position, working in the office on average two days a week.
