General Description:
The Project Security Coordinator will provide technical guidance and support to project managers in the planning, coordination, and implementation of security requirements for all construction projects, as outlined in the Agency Construction Security Standards. This role involves active participation in project meetings, conducting security inspections, and ensuring compliance with security protocols across various construction sites.
Major Duties:
Technical Guidance: Meet with AOC project managers to offer recommendations and guidance on maintaining the required security standards for AOC projects.
Project Meetings: Participate in construction project meetings with project teams and stakeholders to address potential and active security-related issues. Document and track security incidents and violations, and follow up with project managers to ensure resolution.
Equipment Delivery: Provide written and oral guidance on equipment delivery procedures for construction projects, ensuring compliance with security requirements.
Construction Compounds: Advise on the development of construction compounds in accordance with USCP Construction Standards, providing both written and oral guidance.
Security Inspections: Conduct security inspections of construction sites to verify that security requirements are properly implemented and maintained, including:
Ensuring construction compound perimeters are secured with no gaps.
Confirming delivery doors are secured with high-security locks and hasps as required by the Agency.
Verifying that compound security equipment is properly mounted and functional.
Incident Documentation: Document and track security-related incidents and violations identified during inspections. Follow up with project managers and teams to ensure issues are resolved.
Law Enforcement Coordination: Advise project managers on the need for USCP officer support and assist in coordinating with the USCP Construction Security Section to initiate the process.
Overtime Cost Estimates: Attend meetings with project teams requiring Agency overtime cost estimates, and collaborate to gather necessary information for submission as outlined in the AOC/USCP Overtime Reimbursement MOU.
Policy Review: Review and update policies and procedures related to project security, ensuring alignment with industry best practices.
Reporting: Provide meeting minutes after attending meetings independently and submit construction security inspection reports within 48 hours of inspection completion.
Safety Compliance: Adhere to all safety policies and wear necessary personal protective equipment (PPE) when required, including reflective vests, hard hats, and safety glasses.
Professional Qualifications/Skills:
Security Clearance: Must possess and maintain a current Top Secret personnel security clearance.
Experience: Minimum of five (5), preferably eight (8), years of experience in law enforcement or security, with a strong understanding of construction security standards and policies.
OSHA Knowledge: Familiarity with OSHA safety rules and regulations.
Technical Skills: Demonstrated ability to review, edit, and create construction security standards and procedures, and to discuss technical issues with non-technical, executive-level government officials.
Independence: Ability to work independently, prioritize tasks effectively, and operate with minimal direction.
Communication: Excellent verbal and written communication skills, with strong attention to detail.
Physical Requirements: Ability to stand or walk for extended periods, and perform physical tasks such as climbing, balancing, stooping, kneeling, crouching, and lifting.
Environmental Tolerance: Willingness to work in varying internal and external environments, including exposure to extreme cold or heat for extended periods.
Work Schedule: Monday – Friday 7:00am to 3:30pm. This position may require flexibility to manage tasks as needed.
