The Clinical Director plans, develops, implements, and evaluates all of the clinical functions necessary to market and deliver the client services of the Licensed Home Health Agency.
JOB DESCRIPTION

- Respect patient and employee rights and privacy, ensures security of protected information, practices in an ethical manner and is compliant to the agency’s compliance program and privacy policies.
- Perform a variety of complicated tasks and all other duties as assigned by DPS and DOO.
- Maintains a professional attitude and appearance.
- Demonstrate knowledge of management principles and human relation skills necessary to direct and supervise staff.
- Demonstrate knowledge of regulatory agency requirements for home care programs and patient issues/problems.
- Encourages and supports team building strategies, works with the team to develop systems that foster cooperation and coordination of efforts, identifies strengths of team members, encouraging sharing of knowledge and skills.
- Conducts planning and organization effectively. Plans work to ensure that all responsibilities of position are accomplished according to the organization's mission, goals, objectives, and standards.
- Participates in the agency’s PI/CQI meetings.
- Participates in the development of Policies and Procedures.
- Conducts periodic record reviews to assure compliance.
- Assists with maintaining compliance with all standards, rules, regulations, and requirements.
RESPONSIBILITIES
- Responsible for the overall coordination of the clinical operations for the provision of quality care services for the Company.
- Implements the short and long-term goals for strategic planning for the Company.
- Administers the development of the clinical policies of the Company.
- Participates in the development and monitoring of the Company budget relative to the overall clinical operations of the individual branches.
- Oversees the employment, evaluation, and termination of clinical personnel for the Company.
- Supervises and evaluates Clinical Department Staff on implementation, and compliance with Company policies, state and federal regulations, and DOH standards.
- Interprets and assures appropriate utilization of agency policies and services.
- Directs the clinical operations of the Company to ensure quality services are available, staffing is appropriate to meet the identified service needs at all branch offices, and case management is administered within Company’s policies.
- Monitors and evaluates compliance issues relative to federal, state, and local laws and regulations and surveys and company policies.
- Monitors quality and performance issues relative to clinical performance and communicates regularly to the DPS and DOO.
- Participates in organizational Performance Improvement activities, and coordinates clinical performance improvement activities.
- Monitors ongoing compliance with the Department of Health Standards.
- Promotes and maintains positive internal and external relationships, including representing the Company to other community service programs and agencies.
- Assists with Staff Development programs through identified sources, such as, but not limited to the periodic learning needs assessment, annual regulatory surveys, and performance improvement monitoring methodologies.
- Serves as an educational consultant for the home health care services personnel.
- Responsible for the training of all new clinical staff and annual compliance/performance.
- Review all notes and educate staff on how to properly document in regards to nursing notes.
- Supervises the activities of the Nursing Dept. Coordinators and Field RN Supervisors.
- Maintain efficient methods to ensure daily responsibilities are carried out routinely by staff.
- Provide corrective action for staff within your department.
QUALIFICATIONS:
- RN Graduate of an accredited school of Nursing.
- Current Registration with the New York State Board of Nursing.
- 2 years’ experience in Home Care, preferably in Staff development.
- Knowledge of local, state, and federal laws and Joint Commission Standards for Home Care.
- Must meet DOH requirements for medical profile (e.g., Physical, PPD, Proof of Immunizations).
- General office experience, preferably in a health care or customer service setting, required.
- Proficient in Microsoft Office Suite, HHA Exchange, and Internet.
- Able to maintain a scheduling system manually and data entry proficiency.
- Excellent organizational skills with attention to detail.
- Excellent interpersonal skills.
- Investigative ability, highly organized, self-motivated, takes initiative.
- Understanding of communicating effectively with employees, patients, and their families, medical and community affiliates in order to develop positive relationships.
- Ability to communicate effectively both in oral and written form.
- Adaptability to pressure.
- Good communication skills.
