Purpose: (General description and summary)
This position oversees clinical program operations of Mill Park Clinic (MPC) and Spring Creek Center (SCC) outpatient services and will support the clinics in change management while they partake in the SHIFT initiative, an investment of resources to increase staffing and integrate, shift to whole person care, and improve participant outcomes. The Clinical Director participates in the processes to review quality improvements and quality assessment and performance improvement. Represents the agency to the general public, government and private funding entities, including individuals and their families. Ensures the quality of service and individual-focused policies and procedures.
Accountabilities: (Responsibilities of the job)
- Collaborates with other senior staff members and agency leadership in developing policies that represent current agency practices, and support strong ethics and solid program operations. Takes action when issues arise from either internal or external parties and clarifies based on the agency's established policies and procedures.
- Works with senior staff on a strategy plan for the agency. Acts as a liaison with the community and institutions as needed to ensure the development of programs that meet individual and community needs.
- Provides staff supervision and program direction for designated facilities and community programs. Collaborates with Program Managers to instill the efficient and effective administration of all agency programs. Acts as backup to other staff managers when needed and available after hours via pager for issues requiring immediate attention.
- Provides program leadership to MPC outpatient program and SCC Outpatient, including review and signing of individual service and support plans, staffing of complex individuals, and interagency service conclusion planning.
- Acts as spokesperson for agency and attends state/county meetings as required. Interfaces with various state programs to coordinate the quality of care, monitor existing programs and review new startup projects.
- Supports in strategic planning and implementation of a team-based care model, including utilization of evidence-based change management techniques.
- Oversees the program budgets and reviews with Program Managers to ensure the appropriate level of cost containment management.
- Reviews the training programs offered to the program and direct care staff, coordinates with HR staff member to approve timely completion of courses. Facilitates in-house training as required. Collaborates with HR to comply with established basic training requirements and re-certification (i.e. BBP, CPR, first aid) for staff members.
- Approves program work plans, service outcomes and measures/evaluates goals and objectives of each program on an annual basis.
- Contributes to grant proposals, RFPs, and summarizes reports on grant-funded activities as required.
- Demonstrates strong leadership responsibilities by conducting timely employee performance reviews, provides ongoing performance improvement feedback and coaching. Works closely with direct reports and management team in identifying development training plans and programs. Collaborates with other staff members to ensure the program training recommendations align with the organization's processes and programs.

Education/Certificates/Licenses/Registration:
Requires a Master's Degree in Social Work or related field, program license, approval to supervise licensure candidates for LCSW and/or LPC; and at least one year of experience in program management.
Experience/Qualifications:
The successful applicant will have senior-level program skills and the ability to attend to numerous details and develop a trauma-informed, equity-focused culture. Applicants would benefit from having direct training and experience in implementing functional analysis strategies and designing programs based on data outcome. Demonstrated experience should also include a positive history of leadership in the areas of staff development, program planning and innovation, budget development and management of fiscal control systems, strategic planning and community development.
