The Chief Medical Officer directs the planning, organizing, delivery and management of clinical services at our Federally Qualified Health Center (FQHC). This position is responsible for the direct and indirect clinical supervision of healthcare providers and works in conjunction with healthcare providers on complex medical care issues. They will also establish and maintain protocols for continuity of care by which the patient, physician and providers are cooperatively involved in ongoing health care management toward the goal of high quality, cost-effective medical care. Foster an environment that enhances patient trust and enables the providers to be more effective patient advocates, facilitates a cost-effective approach to patient health services and focuses on prevention and chronic disease management. Build strong supportive rapport with staff and patient-clinic partnerships in which the physician and providers work to improve the patient’s health outcomes. Lead a team-based approach to health care designed to address patient care issues and provide quality patient care that provides staff with an enriching, rewarding and challenging work environment.
Job Responsibilities & Duties
- Maintains direct responsibility for all medical providers hired, contracted, or volunteered.
- Maintains active and current knowledge of State of California Laws and Regulations regarding FQHC community clinics.
- Provide oversight of employed and volunteer mid-level providers in a manner consistent with the State of California Laws and Regulations. This includes appropriate chart review while maintaining supervisory accessibility. Document Chart reviews in EMR system monthly and a log of charts reviewed maintained.
- Provides on-going training for employed mid-level providers and physicians to increase their effectiveness and base of knowledge.
- In partnership with credentialing team, ensures all Physician Licenses/Certification are current: DEA, CPR/BLCS, NPI Number. Submit documented proof annually to Human Resources and HFHC Compliance Team.
- Serves as Chair of the Quality Assurance/Quality Improvement Committee to ensure implementation of processes and monitor outcomes, identifying clinical, procedural and financial quality assurance issues and updating QA/QI processes as needed.
- Participates in Risk Management Committee meetings.
- Works with Clinic stakeholders to make corrective actions and necessary improvements, including but not limited to developing the work plan for directing quality improvement activities.
- Works with Pharmacist to ensure that pharmacy is maintained to reflect the Protocols, Policies, and Procedures of HFHC.
- Maintain direct responsibility for all pharmaceutical inventory, pharmacy license, and designation of those authorized to dispense.
- Investigates and responds to complaints regarding clinical care, resolving any complaint with expediency and in a professional manner in coordination with staff.
- Oversees the formulation and periodic review of policies and procedures on all aspects of clinical care.
- Assures that Child Health & Disability Prevention (CHDP) is in compliance with all federal and state requirements, in conjunction with the CHDP Project Director.
- Participates in Coalition of Orange County Community Clinics Medical Directors meetings.
- Maintain Clinic’s current Patient Centered Medical Home (PCMH) activities and guidelines and FQHC accreditation as well lead the Clinic in achieving any other desired initiative or accreditation.
- Able to provide patients with the principles of patient education.
- Apply psycho-social factors involved in administering health service for low income and homeless patients.
- Ability to create and manage medical provider schedule to provide staffing for all clinic sites, including fixed site locations, mobile clinic locations and healthcare outreach events and clinics.
- Use gathered EMR data for analysis and improvement in clinic procedures, policies and patient experiences.
- Manages assigned mid-level providers, physicians, and staff including but not limited to work schedules, evaluations, performance reviews, timecards, new employee orientation and training.
Minimum Qualifications:
- Medical degree from an accredited educational institution.
- Successful completion of an accredited Medical Residency/Clinical Program.
- 6-8 years of successful work experience as a board certified M.D. (preferred)
- 3 years of medical management work experience.
- Licensed w/American Board of Family Medicine (preferred)
- Licensed California Physician (active and in good standing)
- Licensed D.E.A. with N.P.I. number (active and in good standing)
- Certified B.L.S. (active and in good standing)
- Admitting privileges at Orange County hospitals is preferred but not required at hire.
- Bilingual in Spanish (or any other language) and fluent in medical terminology, is preferred but not required.
- Able to effectively lead and manage clinic staff with a “detail-approach” of administration and organization to achieve standards and objectives.
- Understand cultural competency principles and work effectively in a multi-cultural/socio-economic Community Health Clinic environment.
- Uphold professional integrity as a representative of the HURTT Family Health Clinic organization at all times.
- Communicate professionally at all times by speaking and treating all people (staff, patients and visitors) with dignity, respect, and compassion.
- Ability to recognize quickly and professionally evaluate situations, which call for the immediate attention of a physician.
- Diagnosis, treat and coordinate services of medical problems commonly experienced by homeless persons/underinsured.
- Ability to foster a safe and confidential environment where patients will feel comfortable to share private, pertinent information for effective treatment.
- Demonstrated self-motivation and flexibility to work as a team player within all areas of responsibility.
- Excellent interpersonal communication skills with staff, patients and management.
- Excellent verbal and written communication skills with staff, patients and management.
- Hands-on PC compatible computer knowledge with proficiency for E.M.R. Electronic Medical Records software/programs (eClinical), Windows base Microsoft Office programs (Word, Excel, Outlook, PowerPoint, Internet Explorer).
- Leverage technology available to organization to achieve standards and objectives (within legal limitations and approval of management).
- Ability to recognize and maintain confidentiality of information regarding organization and patient information as appropriate.
- Maintain CME requirements in a timely manner and continuously work on professional development in area of expertise.
- Regular timely attendance.
- Adhere to state and federal laws and regulations required for position and facility.
- This position and employment is considered “Essential Employment” and will be expected to continue job duties with flexibility for the HURTT Family Healthcare Clinic during a community crisis, disaster or emergency.
- A valid California drivers’ license and acceptable driving record (HFHC Ins. Coverage requires no more than 2 points on MVR)
Position Information:
- Salary Range: $260,000 – $280,000 annually
