Job Description
BryceTech is currently looking for a Principal Subject Matter Expert (SME) II. This position will be supporting a high-visibility ASPR client managing over $21B in portfolio value with a variety of needs including support to the project team, acquisition program, and global health economic analysis efforts. This role will support the development and management of innovative government programs to expand the domestic industrial base for public health sector medical technology.
The person in this role will:
- Lead strategic planning and implementation efforts.
- Ensure the facts and details are correct so that the project's/program's deliverable(s) will meet the needs of the stakeholders, legislation, policies, standards, and best practices.
- Define intended outcomes (the results that the IBMSC program wants to accomplish).
- Define and align specific goals and objectives and strategies to achieve the intended outcomes.
- Identify and assess risks to achieving the desired future state.
- Assess the sufficiency of the defined strategies to collectively achieve intended outcomes.
- Identify performance measures that will help the IBMSC office gauge progress and results in the context of the IBMSC defined values.
- Identify priorities, based on urgency, expected impact, and logical dependencies.
- Draft IBMSC Strategic Plan document.
- Prioritize objectives and strategies.
- Direct as well as indirect sourcing & material management.
- Implement best practices and seek opportunities to improve leverage to achieve competitive advantage for Client.
- Manage stakeholder relationships to achieve and maintain value through effective management.
- Provide leadership and obtain management agreement on practices and behaviors that will facilitate implementation.
- Lead the development of the transition plan and roadmap for implementation.
- Define and develop proposals to automate supply chain activities to enhance value and efficiency.
- Negotiate and complete contracts of significant spend in the Category.
- Support the review of business systems and tools designed to support ASPR.
- Travel on official business per the government’s request as required.
- Demonstrate proficiency with all MS Office products and Adobe Acrobat.
Qualifications:
- Master’s degree in business administration, a technical field (physical science / engineering) operations/production management or related field.
- 25+ years of relevant experience.
- Experience in Data Analytics, Computer Modeling, and Digital Applications.
- Excellent verbal and written communications skills.
- Proficiency with all MS Office products and Adobe Acrobat.
