The Chief Financial Officer (CFO) is responsible for managing the organization's financial functions and providing strategic financial leadership. This includes overseeing budgeting, financial reporting, cash management, and contract advising. The CFO plays a key role in the senior management team, contributing to the organization's mission, strategic planning, and decision-making.
The position requires leadership and development of the finance team, ensuring accountability, staff training, and effective communication. Additionally, the CFO participates in strategic planning, offering financial insights for alliances, acquisitions, and investments.
Perform the duties of the CFO in a safe, dignified, and compassionate manner including, but not limited to:
- Assure timely and accurate development of budgets and financial reports including appropriate allowances for contractual adjustments and bad debts.
- Provide analysis of financial reports and financial trends in order to assist the Chief Executive Officer in decision making.
- Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position and earnings.
- Be an advisor from the financial perspective on any contracts into which the corporation may enter.
- Enhance and/or develop, implement and enforce financial policies and procedures of the organization that will improve the overall operation and effectiveness of the corporation.
- Evaluate the finance department structure and team plan for continual improvement of the efficiency and effectiveness of the department and provide individuals with professional and personal growth.
- Ensures on-going training and development of direct reports and personnel to assure that CCA fulfills its mission effectively and efficiently.
- Provide technical financial leadership and knowledge to others within the financial discipline.
- Develops employees through mentoring and coaching.
- Ensures accountability of all direct reports and department personnel.
- Ensures work is completed in an efficient & timely manner.
- Evaluates employee performance and maintains proper records.
- Reviews, approves and administers personnel actions.
- Ensures effective communication of information to all employees.
- Provides leadership and guidance to staff in fulfilling their responsibilities.
- Promotes and communicates the mission of CCA.
- Participates in strategic planning for the organization to assure that CCA fulfills its mission.
- Provide strategic financial input and leadership on decision-making issues affecting the organization; i.e., evaluation of potential alliances acquisitions and/or mergers and pension funds and investments.
- Monitors implementation of operational strategic plan objectives.
- Assists the CEO as a liaison between CCA, the general public, public safety agencies and contracted customers.
- Maintains and increases knowledge through attendance at meetings, conferences, training seminars and in-service sessions.
- Serves on CCAN committees, as requested.
Minimum Qualifications:
- Bachelors Degree in accounting, finance, business, healthcare management or related field.
- Requires minimum 10 years of progressive effective Accounting/Finance experience. Minimum 3 years effective experience managing, leading and developing others.
- Healthcare experience and/or CPA preferred.
- Individual must have strong knowledge of medical insurance billing and collections with Computer Billing Software (Traumasoft Preferred), ICD codes, HCPC coding, and medical terminology, as well as an overall understanding of managed care products (HMO, PPO, etc.) and Government payors.
- Certified Ambulance Coder (CAC); Certified Professional Coder (CPC); Certified Ambulance Compliance Officer (CACO) Preferred.
- Successfully pass a drug test and a criminal background check.
- Valid Drivers License and be able to meet CCAs Insurability requirements.
- Ability to read, interpret, and follow verbal and written instructions.
- Ability to read, write, and speak English fluently and correctly.
- Successfully complete an on-the-job training and/or orientation program.
- Must have the ability to meet or exceed the essential functions of this position with or without reasonable accommodations.
- Must maintain all certifications and licenses required for this position throughout employment.
