OVERVIEW
The Judicial Council of California is accepting applications for the position of Principal Manager I for our Audit Services office. This Principal Manager I will be responsible for leading, managing, and evolving the internal audit program for multiple large, complex performance audits across the judicial branch including the trial and appellate courts and the Judicial Council offices/operations, according to the standards specified by Generally Accepted Government Auditing Standards (GAGAS).
This role is responsible for ensuring independent, objective assurance and expert consultation that improve internal controls, add value and/or create greater efficiencies than provided previously, with respect to operations and financial activities to assist judicial branch leadership in accomplishing their goals and objectives effectively.
The incumbent will:
- Ensure performance audits are conducted in accordance with the GAGAS standards.
- Manage the implementation of focused efficient trial court audits.
- Oversee the process of follow-up on trial court audit findings.
- Provide audit services assistance to Judicial Council offices.
- Ensure development and/or acquisition of staff with Construction and IT audit expertise.
RESPONSIBILITIES
- Provide supervisory responsibilities.
- Oversee multiple large, complex performance audit and advisory engagements, in accordance with GAGAS standards and the approved audit plan.
- Review and optimize trial court operational audit focus, approach, cycle time for appropriate utilization of audit staff/resources, and enhanced service and deliverables.
- Provide audit services assistance to Judicial Council offices.
- Institute use of technology and processes for improved audit planning and document management.
- Perform audit liaison responsibilities for the Judicial Council's Advisory Committee on Audits and Financial Accountability for the Judicial Branch.
- Serve as the expert advisor for various audit related matters and special projects.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
Bachelor’s degree, and six (6) years of professional analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of supervisory/management experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline and three (3) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of supervisory/management experience.
Desirable Qualifications
It is preferable that the incumbent possess and maintain a CPA license.
