Chief Health Information Officer
Full time Administrative Position - Monday through Friday - 8:00 a.m. to 4:30 p.m.
POSITION PURPOSE:
The Chief Health Information Officer will develop, plan, and implement an information technology (IT) strategy that meets Health Partners’ needs to optimize clinical documentation and workflows within the electronic health records, harvest clinical and operational data to improve performance, integrate multiple systems, while maintaining utmost security.

QUALIFICATIONS:
EDUCATION/CERTIFICATIONS:
Master’s Degree in health related field with experience in Computer Science, or Information Technology required.
REQUIRED KNOWLEDGE:
Successful completion of in-house training.
EXPERIENCE REQUIRED:
At least 10 years of experience in administration of information systems and technology, with increasing level of responsibility throughout.
ESSENTIAL FUNCTIONS AND BASIC DUTIES:
- Develops systems to access data across the care delivery system related to our total population including demographics, health status, diagnoses, services, and cost & reimbursement of care.
- Initiates a comprehensive plan to capture, analyze, and utilize data on input and outcomes in strategic planning for the organization.
- Determines baseline measures of treatment costs and health status of our patient population and a method of tracking this over time.
- Identifies subgroups that are outliers on cost and outcomes metrics and define changes to their care processes that will lead to improvement.
- Oversees electronic health records which streamlines clinical documentation and report generation.
- Manages IT/data projects and assignments to improve clinical and operational functioning of the organization.
- Manages and in charge of all health information systems.
- Serves as the HIPAA Privacy and Security Officer.
- Serves as Chairperson of the Risk Management Committee and Incident Reporting Committee. Also serves as Corporate Compliance Officer and Risk Manager.
- Facilitates Risk Management meetings including meeting reminders, agenda, meeting facilitation, and documentation of Risk Management activities.
- Develops quarterly risk management reports for reporting to the Quality Improvement Committee, Risk Management Committee, Board of Directors, and Administrative Team.
- Provides employees with risk management training during orientation and at staff meetings.
- Provides daily oversight of risk management plan/program including, but not limited to: malpractice claims, identifying risks, culture of safety, risk evaluation and analysis, patient safety programs, and measuring and monitoring safety.
- Works cooperatively with Admin. Team to efficiently translate data into improvement.
- Prompts modernization and upgrades of information systems as needed.
- Collaborates with members of the executive team to identify ways IT can assist Health Partners in achieving quality and performance goals.
- Works collaboratively with external partners to achieve IT goals. Identifies new IT developments and technologies; anticipates resulting organizational modifications.
- Leads Risk Management committee and performs risk management activities for the organization.
- Performs as the organization’s Privacy Officer.
- Ensures that IT and network infrastructure adequately support Health Partners’ computing, data processing, and communications needs.
- Completes monthly statistics and charts including provider productivity, patient visits, patients, payor mix, etc. Completes monthly appointment analysis reports.
- Supervises the IT contractor including basic IT onsite service, strategic planning, technology equipment ordering and billing approvals.
- Plans ways to execute goals within the department.
- Establishes long-term IT needs and plans and develops strategies for developing systems and acquiring software and hardware necessary to meet those needs.
- Assists as top-level contact for end users in determining IT requirements and/or solutions.
- Ensures compliance with government regulations that apply to systems operations.
- Performs other related duties as assigned.
- Completes all other duties as necessary within the scope of this position as requested by the Chief Executive Officer.
