Major Responsibilities
- Under general supervision of the Director of Employee Benefits with latitude to exercise decision making and independent judgment, manage and coordinate various benefit programs available to agency employees and work closely with oversight agencies.
- Assist with the management of employee leave requests such as Family Medical Leave of Absence (FMLA), Paid Family Leave (PFL) Dedicated Sick, Military Leave and other types of leave for qualifying employees.
- Coordinate with Human Resources to ensure accurate administration of employee benefits through payroll.
- Provide support for the end-to-end employee separation process, which includes voluntary resignations, retirements, terminations, and any other form of employee departure.
- Calculate terminal leave and leave balance payments on V status.
- Meet with retirees and discuss various options and benefits programs they need to navigate and apply for.
- Review and process Worker’s Compensation claims process and assist employees who have suffered work related injury or illness.
- Maintain accurate and confidential records of worker’s compensation claims and related documentation.
- Coordinate and implement various wellness programs and events for agency employees.

Eligibility: This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Community Relations Specialist civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager) or 4) Parks employees who are reachable on the Administrative Community Relations Specialist or a comparable civil service list.

Minimum Qualifications
- A baccalaureate degree from an accredited college or university and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
- A four-year high school diploma or its educational equivalent and eight years of satisfactory, full-time experience as described above, at least two years of which must have been in a broad administrative or policy-making capacity; or
- Education and/or experience equivalent to “1” or “2” above. All candidates must possess a four-year high school diploma or its educational equivalent and two years of full-time experience in a broad administrative or policy-making capacity.
Preferred Skills
- Experience with managing employee benefits and knowledge of City leave rules and regulations and benefits programs.
- Strong organizational, analytical, communication and writing skills.
- Experience preparing and presenting training.
- Ability to anticipate and respond to unexpected situations.
- Ability to handle sensitive and confidential matters.
- Effective delegation and supervisory skills.
- Proficiency in Microsoft Office Suite including Word, Excel and PowerPoint.
- Familiarity with the Payroll Management System (PMS) and New York City Automated Personnel System (NYCAPS).

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
