Work Schedule: Full-time: 7.5 hours per day / Year Round (150 hours every 4-week flex schedule)
Overview
The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a director to plan, organize, and manage all functions of the Medicaid and Data Analytics Division, including business functions related to waiver and local service authorizations, benefits for people served, and agency data reporting and analytics. Coordinate with other departments, including community contracts and residential services and SSA regarding policies and procedures that cross areas throughout the agency to assure they are updated and support strategic growth of the agency. The nature of work will include, but is not limited to the following:
- Identify areas for improvement and suggest strategic goals or new initiatives in the division as they relate to the strategic plan for the agency. Plan and manage staff to take actions to meet those goals.
- Manage and oversee all processes and procedures related to financial and business activities associated with the authorization of waiver and locally funded services, supports, and miscellaneous items, including PAWS enrollment, CPT authorizations, etc.
- Oversee all activities related to HCBS Medicaid waiver allocations, eligibility, and enrollment.
- Working with directors and department managers, coordinate the development and review of annual budgets for the Medicaid and Data Analytics division and divisions related to SSA, waiver, residential and contract services, and work with the Chief Business Officer to ensure expenditures remain in budget as planned throughout the year. Recommend budget revisions when necessary.
- Plan, coordinate and oversee analysis of agency data for trends and patterns related to routine and special reports such as board reports, waiver match, DODD and other financial obligations, COG contracts, etc. Create forecasts and identify areas for discussion or creation of program plans. Work with the executive team to identify additional steps needed to relate to data integrity and analytics.
- Assist with oversight of current and future shared-funding arrangements with other entities.
- Assess staff performance and measure competency with assigned work tasks. Monitor and evaluate staff performance on a regular basis, providing concrete feedback for growth and improvement, including but not limited to annual performance appraisals.
- Prepare and monitor reports for Department Management regarding current financial conditions and operations.
- As necessary, represent Cuyahoga DD in dealings with other State, regional and local agencies, and organizations. As necessary, attend and participate in meetings, committees, conferences and make presentations on applicable topics.
- Assist in training staff and providers on applicable topics.
- Oversee and direct hiring, training, and development of staff.
- Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DoDD rules and regulations and guidance from Cuyahoga DD MAC Coordinator.
SUPERVISORY DUTIES
Supervise and direct the following staff: Medicaid Services Administrator, Supervisor, Data Management and Fiscal Administrators.
PERSONAL CONTACTS
Frequent personal, written and telephone contact with DD providers, DODD staff and community agencies, other County Boards of DD, other Cuyahoga DD staff. Occasional contact with Board members and with families/guardians of individuals served.
UNUSUAL WORKING CONDITIONS
Occasional evening meetings are required; occasional travel to Columbus and to other counties.

Qualifications
- Master's degree in Planning, Public Administration, Business Administration, or related area required.
- Minimum of two years of administrative and supervisory experience in planning, administration, or business management, including accounting, financial management and budgeting preferred.
- Minimum of two years of experience with Community/Residential/Waiver programs and Waiver Reimbursement systems preferred.
- Minimum of two years of experience in contract administration preferred.
- Must hold and retain the Department of Developmental Disability Business Manager certification. If necessary, shall obtain such certification immediately upon hire.
- Valid state of Ohio driver's license and the ability to maintain an insurable driving record according to Cuyahoga DD policy.
