The hiring range for this role is:
$147,190.00 - $206,425.00
This is the lowest to highest salary we believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate's position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. This job is also eligible for annual bonus incentive pay.

Job Description Summary
Develops and leads BCBSA strategy for influencing federal policies and regulations that further the BCBS mission and drive solutions to better support the more than 115 million Americans that BCBS Plans cover. Oversees the development of BCBSA's public policy for assigned portfolios and contributes to policy development in additional key areas. Leads the identification and analysis of key legislative initiatives and regulations, identifying policy issues and evaluating their impact on Plan business. Works closely with BCBSA leadership to develop strategy around regulatory and legislative priorities for engagement with the White House, Administration, Congress and other key stakeholders in Washington.
Responsibilities include but are not limited to:
Anticipates and identifies key business issues related to assigned portfolio and develops policy approaches and positions for consideration by Policy & Advocacy Leadership. Directs and partners with staff to review legislation and regulations, legislative proposals and Administration guidance to identify and evaluate strategic and business issues for Plans. Works closely with BCBSA senior executives, Plan executives, and Plan workgroups, to assure Plan business issues are represented in BCBSA positions.
Directs and partners with staff to manage projects within assigned regulatory and legislative areas (both federal and state), including the identification of key business issues, policy and legislative or regulatory analysis, development of comments or other persuasive materials, and development of educational materials for Plans. Represents BCBSA in meetings with Administration officials, policymakers, and other organizations. Provides policy input and support to State Services on NAIC and other state-related initiatives to assure consistency regarding state and federal policy positions.
Formulates strategies on an issue-by-issue basis, assuring positions represent consensus of Plans. Presents these strategies to senior BCBSA leadership. Communicates and interprets the implications and effects to Plans. Maintains a thorough and comprehensive understanding of Plan business interests/practices to effectively assess the effect of legislation on them.
Leads workgroup and related calls on focus areas. Identifies and communicates key regulatory and legislative activities to internal audiences, BCBS Plans and external audiences. Collaborates with BCBSA's business/operations team to support synchronized efforts to assess current landscape, identify opportunities for engagement for BCBSA leadership, and assist with implementing a forward-thinking, comprehensive, coordinated strategy for assigned programs and/or issues.
Required Education, Certifications and Experience
Bachelor's Degree in public policy, health policy or related field, or equivalent experience
Minimum 10 years experience in communicating and writing comments to Congress, government agencies and/or other legislative bodies
Experience working on one or more of the following health policy areas: Medicaid and/or Medicare issues which may include dual eligibles, quality, Stars, prior authorization; Health equity; Health insurance contracts and payment structures; Prescription drug issues; Improving affordability of health care; Health IT.
Extensive knowledge of managed care and insurance reform issues, operations and policy, as well as knowledge of the federal legislative and regulatory process
Ability to structure research policy studies and formulate policy alternatives
Ability to draw upon extensive knowledge and relationships to identify and analyze issues and develop appropriate policy strategies and responses, demonstrating excellent judgment and analytical methodologies
Sophisticated/strategic thinking to determine how best to influence decision/policy makers
Superior ability in setting and meeting objectives, while reacting within a growing and changing internal and external environment
Superior facilitation, presentation, organizational and verbal and written skills, with the demonstrated ability to work independently
Superior analytical, planning and project management skills, as well as the ability to prioritize and shift multiple issues and projects without compromising quality results
