Position Summary
The Mid-level Management & Program Analyst supports the Policy Division in the USAID Bureau for Management's Office of Management Policy, Budget, and Performance and performs the following duties throughout the operational policy lifecycle. The performance of this position is key to RavenTek's performance on the USAID Management contract, and therefore RavenTek's mission to support USAID.
Essential Duties and Responsibilities
Policy Planning
- Keeps up to date on executive directives to identify impacts to the Agency’s operational policies, as well as recommending and implementing actions to align applicable operational policies with the executive directives’ requirements.
- Engages in regular communications with policy owners to discuss recommendations for policy improvements and forecast and monitor annual policy activities.
- Promotes staff’s awareness of operational policies and clearance process (e.g., policy writing guidelines, understanding Agency priorities to determine their applicability to policies).
Policy Formulation & Clearance
- Serves as the expert on Automated Directives System (ADS) to promote alignment of operational policies with other Agency policies, and federal strategies/requirements.
- Represents the Bureau when interacting with leadership, senior management, and/or working groups on matters impacting ADS and provides recommendations to strengthen policy alignment.
- Advises on the formulation of new or revised policies ensuring they meet the Agency’s needs and are consistent with policy writing standards and considerations (e.g., active voice, ease of implementation, meeting Agency priorities (e.g., burden reduction, localization, diversity, equity, inclusion, and accessibility (DEIA)).
- Evaluates new or revised operational policies by completing content assessments to ensure policies serve the Agency and are consistent with the policy writing standards and considerations.
- Provides recommendations to the policy owners and supports the policy owner’s implementation of those recommendations, as needed.
- Determines the appropriate ADS clearance process for new or revised operational policies.
Policy Monitoring and Improvement
- Designs and conducts policy impact and implementation assessments to ensure policies are being implemented as intended or achieving the intended objective(s).
- Uses a variety of qualitative and/or quantitative methods (e.g., data analysis, data visualization, surveys, focus groups, etc.) to form the evidence-base to identify pain points and recommend improvements.
- Develops clear and concise reports summarizing the assessment methodology, findings, and recommendations.
- Engages appropriate stakeholders to implement and monitor the status of recommendations.
Special Projects
- Support developing and implementing project plans on schedule.
- Apply analytical and evaluative methods to promote improvements to operations.
- Produce and present information and findings in various formats (e.g., dashboards, external reports, papers, studies, briefings, and other media).
- Support work streams focused on agency-wide policy development, prioritization, and implementation.
- Maintain timely and accurate records and status of tasks.
- Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
- Complete and submit Monthly Status Reports (MSR) to the Project Manager by COB on the last working day of the month.
- Complete required compliance training as assigned.
- Monitor and respond to RavenTek email a minimum of 3 times per week.
- Other duties as assigned.
Qualifications, Knowledge and Critical Skills
- Proven proficiency in the use of Microsoft Office, including Excel, PowerPoint, and Word.
- Proven proficiency in the use of Google Suite, including Google Sheets, Docs, and slides.
- Proven proficiency in the use of the internet, email applications, and database applications.
- Demonstrate the ability to appropriately handle sensitive and extensive confidential information.
- Excellent skills in communicating both orally and in writing, in plain language with diverse groups of internal and external stakeholders, in addition to technical and non-technical audiences.
Education and Experience
- Bachelor's degree in public policy, Business Administration, Public Management, or a relevant field, preferred.
- Minimum of three years of relevant experience.

Work Environment
Essential functions will be completed in a typical indoor office environment with regular exposure to video monitors. When working on-site, employees will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust.
Physical Demands
Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; see, talk and hear. Most positions require the ability to work on a desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Employees may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
