Organizational Background
Located in East Providence, Rhode Island, Horizon Healthcare Partners (HHP) was formed in 2010 by four community mental health centers to share services and build capacity. The organization recruited and shared professional staff and identified gaps in services that required them to operate as a network.
Today, HHP is a non-profit “atypical parent company” recognized by the state of Rhode Island that supports seven recovery-oriented, community-based organizations. HHP acts as a supporting corporation hub, an intermediary, a broker, and a networker on behalf of its member organizations.
HHP holds the core belief that creative, recovery-oriented, community-based collaboration serves as an alternative to hospital-based care, reduces risk, reduces cost, and reduces the disabling effects of mental illness.
Position Summary
The Horizon Healthcare Partners Board of Directors seeks an innovative, experienced, and highly skilled CEO to work collaboratively with the Board, member organizations, and key community partners to lead and support all areas of the Horizon Healthcare Partners scope of services.
Major Responsibilities
Planning
- Develop, with the Board, a strategic plan to guide the development of the entity.
- Update the plan and report on the accomplishment of agreed upon key results.
Marketing/Communications
- Lead new market development for HHP.
- Manage the grant writing, RFP response, and contracting processes for initiatives that involve multiple affiliates.
- Develop and implement strategies to market HHP approach as a viable community-based option to hospital-based systems.
Partnership Development/Management
- Develop the annual budget and provide management action reports monthly to the Board.
- Assess the need and potential for consolidating back office supports among member organizations.
- Convene cross agency teams of professionals to carry out the goals of HHP.
- Create and maintain relationships in the community to support the mission and further the programs of HHP.
- Engage affiliates in an active process of supporting one another's mutual goals and activities.
Advocacy
- Work with the Board of Directors to develop an advocacy agenda and advocacy implementation plan.
- Serve as a liaison to both the executive and legislative branches of the government as well as with other community groups with common advocacy interests.
Leadership and Operational Management
- Manage the day-to-day activities of the corporation.
- Routinely negotiate, manage and report status updates on all HHP contracts to the Board.
- Execute policies established by the Board for the administration of the corporation.
- Support the Board in the execution of its appropriate role.
- Coordinate all financial and contracting activities.

- Possesses a track record of working with multiple organizations to develop networks consistent with those that will be necessary to advance the purposes of both Horizon and the individual affiliates.
- Has demonstrated an unwavering commitment to quality programs and data-driven program evaluation.
- Possesses a knowledge of population health and the ability to perform outcome measurement and data analytics.
- Has demonstrated excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget.
- Demonstrated ability to effectively advocate for desired policies, legislation and funding with the highest levels of state government.
- Can share past successes in working with a Board of Directors with the ability to cultivate existing board member relationships.
- Holds strong marketing, public relations, and fund development experience with the ability to engage a wide range of stakeholders and cultures.
- Possesses strong written and verbal communication skills; is a persuasive and passionate communicator with excellent interpersonal skills.
- Is an action-oriented leader with an entrepreneurial mindset; is adaptable and innovative in approaching business planning.
- Ability to work effectively in collaboration with diverse groups of people.
- Possesses passion, idealism, integrity, positive attitude, and is mission-driven, and self-directed.
- Holds a strong understanding of current healthcare funding systems, payment methodologies, and service delivery environments.
Required Education and Experience
- Advanced degree with at least 5 years of senior management experience.
- Track record of effectively leading and regionally and/or nationally scaling a performance and outcomes-based organization and staff.
- Ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth.
- Excellent managerial skills and the ability to take leadership over any business operations area.
- Superlative communication skills, particularly the ability to communicate as a leader.
- Thorough understanding of management and financial practices in all areas and phases of business operations.
- Demonstrate good judgment in initiating, planning, organizing, and coordinating areas of responsibility.
Compensation
The Horizon Healthcare Partners CEO will receive a competitive salary commensurate with education and experience along with a comprehensive benefits package including health, dental, and vision insurance. The salary range for this position will be $189,000 - $200,000.
