Duties
As a Public Health Analyst (Issues Management) you will:
- Coordinate with subject matter experts to develop and edit written communication to respond to Congressional/Executive Branch inquiries and correspondence requesting information regarding CDC strategies, programs, and responses to health problems; data; and general information requested about public health issues.
- Provide analysis and synthesis in support of those responsible for answering Congressional and constituent requests, including controlled correspondence and other immediate requests that are highly sensitive and complex, and ensure that responses are consistent with the organization's mission and goals.
- Prepare and oversee the writing and communications of publications and information about activities and mission which build mutual understanding between the unit and relevant publics. Build linkages and foster joint projects of mutual interest within the unit and throughout CDC/ATSDR and with partners, communities, and national and international organizations. Represent the unit and establish the unit as a primary and credible source of information regarding policies, activities, and issues related to the CDC/ATSDR core business.
- Ensures consistent and timely translation of policies and positions on key issues to external audiences. In collaboration with CDC/Washington, OFR and others.
- Oversees special projects and/or initiatives by analyzing problems, issues, or agency program and policies to address complex situations or to improve policies or procedures related to correspondence and document management.
- Use risk management principles to analyze policy matters and public health issues on public health correspondence and documents.
- Inventory, track, summarize and disseminate critical information and progress reports for coordination across CDC.
- Management review and clearance of critical agency correspondence, documents, and responses, including Reports to Congress and responses to HHS and White House Data calls.
- Work independently or lead informal work teams to organize and direct activities, set and monitor objectives, and provide advice, guidance and direction.
- Cultivates and maintains relationships with other organizational units within CDC including other national centers, and offices within the CDC Immediate Office of the Director including CDC Washington, OFR, and others; other Federal agencies and quasi-governmental groups such as the CDC Foundation; and other key partners including national and international organizations.
- At the direction of senior leadership, develops new programmatic initiatives and assesses issues of importance to the mission and public health goals of the program. When designated, represents the Office at meetings, conferences, or presentations. Keeps senior management informed of developments that are relevant and have an impact on existing/proposed programs and relationships. Keeps abreast of emerging issues and activities at CDC, state and local health agencies, national NGOs and related government organizations.

- US Citizenship is required.
- Males born after December 31, 1959 must be registered or exempt from Selective Service.
- May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared.
- One-year probationary period may be required.
- This position may be subject to a Collective Bargaining Agreement.
- Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
- This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978.
- This position may require a Drug Test and be subject to Random Drug Testing.
Qualifications
All qualification requirements must be met by the closing date of the announcement.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: analyzing complex public health issues and developing responses to inquiries from internal and external partners, developing materials for briefings/meetings, and drafting responses for leadership and interagency requests for information.
