ITS has partnered with a reputable medical services organization in Rochester, NY to recruit a Deputy Chief of Systems Operations.
Position Summary:
The Deputy Chief reports directly to the COO and assists in managing day-to-day activities and operations. Creating and implementing policies and procedures and responsible for managing, developing, and training for employees.
Responsibilities:
- Managing operations and collaborating with managers, supervisors, and staff, observing operations throughout the systems, assigning tasks and projects.
- Preparing reports by analyzing and interpreting data to improve system operations and deployment of resources.
- Assisting with managing day-to-day activities and developing plans addressing future strategic needs of the organization’s operations.
- Addressing, processing, and resolving complaints and issues.
- Assisting in planning and organizing operations.
- Establishing and administering policies, procedures, and regulations.
- Monitoring operations of the Communications and Logistics departments.
- Assisting with Fleet Manager supporting the maintenance of the facilities and vehicles.
- Coordinating with partnered organizations ensuring optimal delivery of services.
- Responding to major events involving personnel.
- Assisting with supporting the techniques and procedures of field activities administered by company personnel.
- Evaluating operating policies, procedures, and recommending changes to improve efficiency and cost effectiveness.
- Monitoring the billing process ensuring completeness of required information for proper billing and collections.
- Attending local, regional, state, and national conferences and training seminars.
- Reviewing daily supervisor activities reports and evaluating personnel and program operations.
- Assisting in developing and monitoring of operational budget and assessing needs and equipment evaluations for the organization.
- Preparing reports and correspondence to organizational meetings and represents the organization at inter-jurisdictional meetings.
- Supervising and participating in developing new management personnel, supervising support staff, and overseeing various department programs.
- Preparing specifications for new equipment.
- Conducting meetings with staff and scheduling assigning and monitoring regular and special projects managers and supervisors.
- Ensuring vehicle inspections, cleanliness and serviceability of equipment and supplies, proper inventory levels and quality, and conducts factory inspections of new vehicles prior to delivery.
- Dispatch staff, materials, and resources in emergency situations and incidents.
- Assisting in preparing plans for response to emergency incidents and situations.
- Providing effective and continuous leadership, and creating, implementing and improving organizational programs and policies.
- Providing leadership and guidance for the strategic planning process ensuring development of criteria evaluating the performance of various organizational programs against the expected results, and planning for future organizational needs, effectiveness of programs and administering appropriate change and improvements.
- Overseeing overall fiscal management of the budget for each department within operations.
- Interpreting and analyzing data for budget projections and interpreting, formulating, recommending and implementing policies, procedures, and precedents.
- Developing and reviewing standard operating policies, general protocols, informational and departmental communications.
- Evaluating, coaching and mentoring, counseling, disciplining, and providing remediation to personnel as needed.
- Preparing and delivering performance evaluations for subordinates, reviewing and providing input for performance evaluations for all personnel within operations.
- Overseeing recruitment, hiring and personnel promotions.
- Analyzing data for trends pertaining to retention needs and develops policy in response to those trends.
- Investigating complaints.
- Responding to emergency incidents to supervise and evaluate subordinates, serious emergencies and assume position within the incident management system, as necessary.
- Critiques an emergency incident after the fact and make recommendations for improvements.
- Assessing disciplining when appropriate and continuous personal higher education and maintain certifications.
- Completing special project as needed supporting the organizational strategic initiatives.
- Collaborating with the Safety and Risk Manager regarding the organization’s comprehensive risk reduction program.
- Other duties and projects as necessary.
Requirements:
- Thorough knowledge of emergency services administrative procedures and 3+ years of management experience.
- Highly proficient in applicable Federal, State, and City laws and ordinances related to emergency services and State policies, regulations, laws, and ordinances affecting operations.
- Ability to plan, assign, and direct work and duties of subordinate employees.
- Direct and coordinate the administrative operations of the staff.
- Establish and maintain effective and cooperative working relationships with co-workers, government agencies, and with the public.
- Administer sound judgement in administrative matter.
- Strong written and verbal communications and ability to communicate with all levels of staff.
