The Division of Transportation Planning & Management (TPM) seeks an organized and collaborative candidate to manage outreach, planning and capital planning for the BQE North and South planning efforts, a priority initiative under the BQE Corridor Vision to plan and implement improvements along the Brooklyn-Queens Expressway in Brooklyn. Reporting to the Deputy Director of BQE Corridor Planning, this position will primarily focus on the BQE North and South planning efforts by identifying and progressing capital projects that build upon the BQE North and South planning study. The Assistant Director will be responsible for overall project development and outreach including developing a method for prioritizing capital projects, leading a public engagement process, and progressing the selected projects to a capital design process. The candidate should have experience with civil, structural and/or bridge engineering and an understanding of streetscape design concepts. Experience guiding projects through multi-step lifecycles, traffic analysis using Synchro, AutoCAD, and understanding of New York City land uses processes is also desired.
The Assistant Director will work closely with DOT divisions, government agencies, and community groups, coordinating as needed with community boards, public officials, and private stakeholders. Under the guidance and direction of senior staff, the Assistant Director will work with all stakeholders to succinctly convey key information between all stakeholders creatively demonstrating impact of proposed improvements to the public. The ideal candidate is a strong project manager, effective and accurate communicator, and positive team player.
TPM is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Ideal candidate must be able to demonstrate strong creative and analytical problem-solving skills and have experience or demonstrate interest in transportation planning and policy and structural engineering. Experience working with the public, community groups, and New York City agencies, and strong verbal and written communication skills are also desired. Experience or interest in AutoCAD, ArcGIS, Excel, PowerPoint, and/or Adobe Creative Cloud are desirable. It is preferred that the candidate possess a valid New York State Motor Vehicle Driver's License.

Minimum Qualifications
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master's degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
