We are seeking an experienced California Land Development Market Leader to lead our efforts in one of the most dynamic and challenging markets in the United States. Job Overview:
As the CA Land Development Market Leader, you will spearhead DEA's land development initiatives across California, driving strategic growth and overseeing large-scale projects from inception through to completion. You will collaborate with cross-functional teams, manage client relationships, and ensure that our projects meet the highest standards of excellence in engineering and environmental sustainability.
Key Responsibilities
Strategic Leadership:
- Develop and implement strategic plans to drive market growth and align with DEA's overall business objectives.
- Lead a diverse team of professionals, ensuring project goals are met while fostering a collaborative and high-performing work environment.
- Analyze market trends and regulatory changes to identify new opportunities and mitigate risks in land development projects.
Project Management and Technical Expertise:
- Serve as the Civil Engineer of Record on key projects, providing technical leadership in areas such as stormwater management, grading, and infrastructure design.
- Oversee the planning, design, and execution of large-scale land development projects, including master-planned communities, urban infill, mixed-use developments, and industrial projects.
- Ensure compliance with California Environmental Quality Act (CEQA) and other local, state, and federal regulations.
Client and Stakeholder Engagement:
- Build and maintain strong relationships with clients, landowners, public agencies, and community stakeholders.
- Present technical information to both technical and non-technical audiences, including at industry conferences and public meetings.
- Act as a consultant to clients on site acquisition feasibility, entitlement procurement, and project execution.
Financial and Business Operations:
- Manage project budgets and schedules, ensuring projects are completed on time and within financial targets.
- Lead business development efforts to secure new projects and expand DEA's market presence in California.
- Provide regular updates to senior management on project status, financial performance, and market conditions.
Team Leadership and Development:
- Mentor and develop a team of engineers, planners, and project managers, promoting professional growth and high standards of performance.
- Lead cross-functional teams through all phases of project development, from feasibility studies to construction completion.
- Foster a culture of continuous improvement and innovation within the team.
Qualifications:
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field; a Professional Engineer (PE) license in California is preferred, will consider extensive planning experience. An MBA or advanced degree in Engineering Management is a plus.
- 15+ years of experience in civil engineering, land development, or construction management, with a proven track record of leading large-scale, complex projects in California.
- Strong technical knowledge in civil engineering design, stormwater management, grading, and regulatory compliance.
- Exceptional communication, negotiation, and interpersonal skills, with experience managing large teams and engaging with clients and stakeholders.
- Proven ability to manage project budgets, schedules, and financial performance.

Anticipated salary range for this position is $130,000 - $230,000, based on applicable experience and location.
