PURPOSE OF POSITION The Director of Project and Asset Management is responsible for the coordination, implementation, execution, control and completion of multi-phase capital construction projects. The Director coordinates and maintains a multi-year capital planning process for more than 750,000 square feet of building space and 200 acres across three campuses. In addition, the Director will lead the College's asset management efforts and provide guidance to College Administration regarding the control and maintenance of college infrastructure and plant assets, IT infrastructure, furniture, vehicles and furniture.
ESSENTIAL JOB FUNCTIONS Project Management (50%)
- Responsible for the coordination, implementation, execution, control and completion of multi-phase capital construction projects.
- Assist in or directly manage capital construction projects, including but limited to the construction of: buildings and other structures, parking lots, and public infrastructure. Ensure projects are completed in accordance with college strategies, commitments, and goals.
- Lead and participate in various design and construction meetings from stakeholders including other college divisions and the public from concept through construction. Provide professional and technical advice to the stakeholders; search for solutions and explore alternative means and methods to achieve optimal alignment with stakeholder needs.
- Define and develop project scopes. Research federal, state, and local laws, codes, and regulations as needed. Develop and implement project schedules, budgets, goals and priorities for small to complex projects. Prepare (and/or work with a cost estimator) and review design and construction cost estimate.
- Supervise contracts with construction firms and design engineering consultants. Monitor compliance with project plans, standards, schedule and budget. Conduct regular site visits; process progress payments and accept deliverables. Work with contractors to resolve or correct any construction problems.
- Manage project timelines. Responsible for timely achievement of project milestone while maintaining code compliance, professional standards and practices.
- Assist in procurement of construction and design contractors. Develop bid solicitations and participate in pre-construction conferences. Prepare resolutions for the Board of Education to consider and approve contracts with design and construction firms.
- Oversee and participate in final construction inspection. Coordinate contract close-out and project turnover to facility managers; facilitate start-up training for maintenance staff.
- Respond to warranty questions and resolve warranty issues.
- Prepare and deliver reports and findings for staff, executive team and other stakeholders as needed.
Asset Management (50%)
- Lead the college's asset management efforts. Provide guidance to college Administration regarding the control and maintenance of college infrastructure and plant assets, IT infrastructure, furniture and vehicles.
- Develop life cycle cost analysis to inform short-and long-term capital plans, budget requests, bond and grant supporting reports and documents. Research and prepare findings to present college leadership and inform strategies for capital planning, deferred maintenance and asset management. Make recommendations to the Vice President of Finance & Operations as to funding levels for college reserves.
- Responsible for inventorying the college's assets. Assess and determine life cycle cost and replacement costs of college's assets including but not limited to: roofs, mechanical, electrical, and plumbing systems, fixtures, paint, carpet, doors and door hardware, parking lots, roads, sidewalks, and IT networks.
- Implement, maintain and oversee asset management and preventative maintenance databases. Input asset details into the college's asset management software or other data base. Develop replacement and deferred maintenance schedules and digital preventive maintenance programs.
- Partner with the Business Office on asset tagging, general ledger projects, year-end processes and depreciation schedules.
- Develop and implement quality standards and evaluation methods to ensure maximum efficiency, effectiveness and sustainability of operations.
- Prioritize energy savings and explore green energy options when evaluating equipment replacement alternatives.
- Work with maintenance, engineering and IT staff to review and update asset inventory as needed.
GENERAL JOB FUNCTIONS:

- Ability to research and apply current cost estimation techniques;

- Ability to communicate effectively, both verbally and in writing; present information, reports and recommendations clearly and timely to both internal and external project stakeholders;
- Ability to exercise sound, independent judgment, and initiative within established guidelines;
- Ability to establish and maintain effective working relationships with a diverse workforce, Bureau/Office staff, the public, and others encountered in the course of work;
- Ability to demonstrate tact, diplomacy, and patience, and gain cooperation through discussion and collaboration;
- Ability to operate general office and construction related software.
Qualifications
REQUIRED QUALIFICATIONS
- Bachelor's degree and at least two years of directly related experience OR three years of indirectly related experience OR any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.
- Knowledge and experience related to asset management including inventory, assessment, life cycle evaluation, equipment replacement cost, data entry and evaluation and report writing.

WORKING CONDITIONS
- The position requires limited (0-20%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Occasional (21-50% of the time) use of office equipment.
- The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.
- The work environment is protected with only some occasional hazards or obstacles (20-40%). There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have some responsibility for driving.
SUPERVISORY RESPONSIBILITIES
- This classification may require the ability to supervise, evaluate, and provide guidance to other staff and lead staff on assigned programs, projects, and functions.
