Reporting to the VP of Revenue Cycle Services Market Operations, the Executive Director, Financial Counseling is accountable for the enterprise state and federal regulatory compliance, policies and procedures, efficiency, and effectiveness of the Financial Assistance Programs for 52 Providence St. Joseph Health (PSJH) and Affiliate hospitals, over 1,000 physician practices and Hospice & Homecare services. This includes working with key stakeholders across PSJH; developing and executing plans for financial assistance; leading, contributing to, and partnering with others on strategic efforts; ensuring a streamlined operational experience for business and patient constituent groups. The Executive Director will lead and participate in innovation, automation for caregivers’ workflow and patient experience.
Essential Functions
- The Executive Director, Financial Counseling oversees and sets standards for the financial assistance and Financial Counseling programs for all Providence St Joseph Health ministries including proactive internal auditing to ensure all federal and state regulations are followed, the hospital host system is operating as intended and communicates with Market Leaders and Reimbursement on significant shifts in uncompensated care.
- The Executive Director is responsible for monitoring the timeliness, compliance, and accuracy of the financial assistance application process in a multi-state environment and being able to develop methods to regularly report on results. Applications can be initiated at various access points throughout the patient’s financial journey including at the ministries, after receipt of patient responsibility, online patient requests, etc. The Financial Assistance Department will be responsible for financial assistance application approvals, denials, and the appeal process.
- Oversee Patient Financial Counseling functions.
- Oversee and monitor Medicaid Pillar results, ensuring appropriate action items are in place.
- Collaborate with the education department on the development of standard educational materials to meet each state requirement.
- Collaborate with the data and analytics department on the development of standard reporting.
- Oversee uninsured and charity internal and external audits.
- Develop and maintain a high-performance team by ensuring staffing levels are meeting budget, all staff are fully trained and empowered to achieve performance and quality targets, developing career ladders as appropriate, individual, and departmental compliance with all applicable laws and regulations as well as revenue cycle and Providence St. Joseph Health policies and procedures.
- Participate in state-led work groups on charity law and compliance in Providence St. Joseph Health’s geographic footprint.
- Oversee departmental budgets within leadership scope including participation in budget development, approval responsibility, and ongoing monitoring for productivity and cost compliance.
- Responsible for the development of system Charity Care/Financial Assistance policies, procedures, and processes coordinating with revenue cycle, finance, reimbursement, and other stakeholders as needed.
- The Executive Director is responsible for leading the annual review of AGB, updating charity policies, plain language summaries, and AGB definitions as needed, updating hospital information systems, and posting charity policies per state regulations. The Executive Director will also participate in the review of uninsured discounts with reimbursement and finance.
Qualifications
- Bachelor’s Degree in General or equivalent education/experience.
- Master’s Degree in Business Administration, Healthcare Administration, Public Administration, or a related field or equivalent education/experience.
- 5 or more years of experience in revenue cycle leadership.
- 5 or more years of experience in financial assistance and financial counseling operations.
- Knowledge of state and federal regulations and third-party contracts pertaining to healthcare reimbursement.
- Knowledge of state and federal regulations as they pertain to collection processes and procedures.
