Reporting to the Vice President of Delivery of Excellence the Global Supply Chain Management Compliance Lead shall oversee, audit, and facilitate compliance of all regulatory requirements within the Supply Chain Management functions including, but not limited to, Subcontracts, Procurement, Sourcing, Logistics, and Capture. This includes the development and deployment of common systems compliant with a Contractor Purchasing System Review (CPSR), Federal Acquisition Regulations (FARs), Defense Federal Acquisition Regulations (DFARs), other agencies and Public Laws to drive continuous improved processes across the company.
Essential functions:
- Support Supply Chain Management process development and automation tied to compliance with CPSR, federal, local, and state requirements
- Drive day-to-day execution, review, and audit staff contract output for compliance determination
- Provide critical analysis of current programs' Supply Chain Management compliance functions; provision of strategic advice and counsel; in-depth review and oversight of organizational structure Supply Chain Management activity
- Develop and support policies to correct issues and ensure acquisition requirements and mission critical needs for goods and services are achieved and compliant with CPSR
- Develop and manage an automated process to expedite the file building burden and restructure the current manual SharePoint based solution in use
- Perform testing support for various applications as it relates to Subcontract Management, and Procurement Acquisitions
- Provide support for Subcontracts/Procurement and Global Supply Chain issues/concerns
- Drive file audit reviews and timely execution and incorporate automated solutions within Supply Chain related activities at the enterprise and program level
- Monitor Subcontracts and Purchase Orders to ensure compliance with policies and procedures and federal regulations, and CPSR
- Ensure Supply Chain Management audits are performed on a timely basis and accurate audits records are maintained and reported. When required develop training to address recurring audit findings
Position requirements:
- Bachelor's degree in IT, business or related field or 8+ years of relevant experience in automating Supply Chain Management compliance under Department of Defense/Federal prime contracts
- Strong knowledge of CPSR procurement requirements
- Capable of interpreting applicable prime contract requirements, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), and International Traffic Arms Regulations (ITAR)
- Strong multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment
- Excellent analytical and problem-solving skills
- Demonstrated ability to develop effective relationships internally and externally
- Demonstrated interpersonal and communication skills to deal effectively with other functions to identify and solve problems
- Strong communication skills, both written and verbal
- Comfortable working with executives and representing functional plans and priorities to senior leaders
- Advanced computer skills
Preferred Qualifications
- Experience with Deltek CostPoint
- Ability to energize a geographically dispersed (worldwide) team of subcontracts, procurement, and logistics professionals
Required Physical Requirements and Work Conditions
- Individual may on occasion be required to work non-standard schedule to include weekends and late evenings/early mornings to effectively manage activities and communicate requirements to meet critical deadlines
- Ability to travel worldwide including austere work environments
