Position Summary
Duties of the Facilities and Regulatory Compliance Director may include the following, but are not limited to:
- Enforcement of compliance regulations for New York State Building Codes, The Joint Commission (TJC) and New York State Department of Health codes. Address and respond to complaints and reports on all discrepancies in codes and regulations.
- Oversight of construction site inspections and audits to ensure compliance of codes requirements. Ensure that all posted permits are up to date. Inspect job sites to ensure work is being completed to code, all staff are wearing protective PPE and are following safety protocols as it relates to OSHA, PESH, DOH, TJC, etc. Document and notify the Project Manager for East Campus Facilities of any violations and initiate immediate remedial actions where necessary. Provide recommendations for resolution for violations. The use of ATG to manage this process is essential.
- Participate in the design process for new construction and renovation projects to ensure that they meet the regulatory requirements for health care. Take part in providing comments throughout the design process.
- Oversees and monitor the ATG web based PCRA permitting program. Ensures that documentation records for PCRA / ICRA / ILSM permits are maintained in Projectmates.
- Maintains accurate documentation, reports, photographs and files on all investigations, inspections, and enforcement actions through ATG and Projectmates. Oversight and assurance of all issued documentation uploaded to Projectmates.
- Oversight and/or issuance and preparation of written reports, memos, waivers and correspondence related to enforcement activities.
- Oversees that waivers and interpretations and clarification of codes are complete and completed in a timely fashion.
- Oversees the Certificate of Need assessments for renovation and new construction projects. Leads CON committee through assessing upcoming projects and uses Projectmates to submit those assessments to Strategic Planning.
- Attends meetings and serves as a resource to other departments for code compliance regulations.
- Oversee the New York State Department of Health onsite visits. Oversight of mock surveys prior to the actual onsite regulatory inspection. Needs to be proficient in all levels of NYSDOH filing, environmental documentation checklists, DSG 1.0, etc. The use of Projectmates is required to retain all documentation and will be the responsibility of the Facilities and Regulatory Compliance Director to ensure the system is used.
- Participates in the CON Task Force.
- Provides oversight to project management staff, construction personnel and contract labor performing work on projects as it relates to code compliance environmental health and safety.
- Oversees the multi-departmental PCRA meeting. Review all permits for PCRA requirements, safety, code compliance and minimal disruption to hospital buildings, systems, utilities and other operational elements.
- Provide education in-services as needed to the staff of the Facilities Department, Project Management, Architectural Services, Physical Plant and Construction Departments.
Qualifications
Required:
- A Bachelor's Degree and 4 years of health care regulatory compliance experience.
- In lieu of a Degree, 10 years of health care regulatory compliance.
- Skills in Project development, project management, supervision, and ability to read blueprints and sketches of construction projects. Well-developed communication skills both verbal and written, working knowledge of building codes, fire and safety code requirements. Computer literacy and experience with administrative skill sets, experience with computer programs, databases i.e. ProjectMates, ATG are essential.
- Knowledge of code compliance programs, method and techniques of conducting and documenting field investigations, occupational hazards and standard safety practices.
- Knowledge of continuing education programs that could be offered to staff to ensure proper education opportunities are being offered throughout.
- Experience supervising staff is required.
Preferred:
- Certification of Code Enforcement Official pursuant to Title 10 NYCRR Part 1208.

Anticipated Pay Range:
The salary for this position has been established as $125,000 - $137,000 / year.
The above salary represents SBUH's good faith and reasonable estimate of the range of possible compensation at the time of posting.
In addition, all UUP positions have an additional ($3,087) for Location Stipend annually.
