The City of North Plains is seeking a hands-on City Manager for this growing community of 3,660 situated in Oregon’s beautiful Tualatin Valley 18 miles northwest of Portland. North Plains lies in the heart of Jefferson County’s “Silicon Forest” with proximity to multinational employers like Nike, Genentech, and Intel. THE CITY OF NORTH PLAINS
Incorporated in 1963, the City of North Plains operates under the Council-Manager form of government. The City serves a population of 3,660 across .90 square miles with a biennial 2023-2025 budget of $51.4 million and a team of 16.2 FTEs. Departments include Finance & Administration, Boards & Commissions (includes City Council), Library, Community Development, Public Safety, Parks & Recreation, Water Utility, and Streets Utility. North Plains also has an Urban Renewal Agency.
THE CITY MANAGER
The City Manager is the chief administrative officer and the highest operating management level position in the City. This position is directly responsible to the Mayor and City Council. The City Manager will assist the Mayor and City Council in the development of city policies and carry out policies established by ordinances and resolutions. Responsibilities include coordinating all services provided by the City, serving as the executive director of the City’s Urban Renewal Agency, leading the City’s human resources function, and overseeing and coordinating internal and external communications and community engagement.
