Leveraging their construction management and field experiences, the Construction Director will lead the management and oversight of day-to-day operations and workflows of our site infrastructure development work (design, permitting, construction, etc.) across CIS's national portfolio. Additionally, the position will provide industry, technical, and analytical support to CIS's business development and marketing efforts.
This role will have responsibility for CIS's nationwide portfolio of development work (>$50M per year). CIS's preference is for this hire to work out of our Seattle, Chicago, Milwaukee, Kansas City, or the DC area offices (that are near our large asset programs), but for exceptional candidates, remote locations will be considered.
We are seeking an experienced Construction Manager, or Design Manager with a minimum of fifteen years of experience in sitework design and construction and a working knowledge of the design process and project management principles. The ability and motivation to integrate social equity principles across the work, and a strong motivation to care for the underserved communities is an essential attribute of this role.
The role involves managing the risk and improving the efficiency of our local delivery partners for the successful completion of CIS's extensive development of site infrastructure projects. Experience should include managing the design process, performing preconstruction services, and managing construction of site infrastructure systems and a proven track record of successfully completing all phases of projects including planning, conceptual design and permitting through construction completion and project close-out.
This position reports to the Managing Director of CIS's Asset Management Services.
Key Responsibilities:
- Corporate level oversight of CSI's design and construction management processes including developing and deploying disciplines and controls. This rigor will be applied to the preconstruction process, utilizing critical path scheduling for tracking and reporting purposes, managing the construction process, and closing out the projects.
- Ascertain technical and financial feasibility of proposed projects and the conceptual design.
- Developing a progressive project budgeting process that starts with a conceptual project cost estimate based on historical cost data, through more refined budgets developed on progressive design stages (30%, 60%, etc.), culminating is a guaranteed maximum price developed through a bidding process performed by a third-party general contractor on the completed and permitted construction drawings.
- Develop and manage a solicitation process (RFP, RFQ, etc.) to identify and select consulting and contracting firms to execute the development work.
- Assess and provide recommendations on designs for constructability while managing the project design process by reviewing the design progress sets and engaging third party general contractors and maintenance contractors in the design process.
- Ensure owner requirements are included in each project's scope such as target class inclusion goals, workforce development goals, etc.
- Provide project cost projections for decision making purposes at various stages in a project's lifecycle.
- Prepare schedules for the entire lifecycle of the projects, including design, construction and close out phases.
- Manage CSI's procurement process including prequalification, soliciting proposals and creating master contracts and work orders for consultants and contractors.
- Develop and update a national historical cost database for various infrastructure components.
- Work with local program teams to identify potential consultants and contractors to participate in each project.
- Work with CIS's Community Engagement Directors to proactively connect project delivery with community outreach efforts and workforce development efforts.
- Develop multi-year program project plans, as well as developing annual budgets with thoughtful implementation plans.
- Lead/assist with marketing efforts, such as proposal writing and participating in business development and marketing events and activities.
- Support internal stakeholders including CIS leadership, Asset Management, Finance and Accounting with their needs for ongoing and ad hoc reporting, budget reviews, forecasting, site visits, and analyses as needed.
- Ensure the consistent application of all controls, policies, and procedures.
- Support an environment that fosters respectful, informative, and timely communication and collaboration across various functional areas.
What You Will Need:
- The successful candidate will have had foundational experience in a preconstruction role early on in their career. This role requires a strong understanding of the preconstruction controls and processes necessary to manage the risks associated with the development of CIS's site infrastructure projects.
- Field experience is important.
- Enthusiasm and the emotional intelligence to develop a professional rapport within a collaborative, interdisciplinary team of designers, contractors, consultants, and property owners.
- Motivation to serve underserved communities.
- Undergraduate degree in Civil Engineering or Construction Engineering. Graduate degree is a plus.
- Project Management Professional (PMP) certification from the Project Management Institute (PMI) is preferred. The successful candidate will have this Certification or agree to obtain the Certification within 90 days of starting employment with CIS.
- At least fifteen years of design and/or project management experience with projects involving large scale site infrastructure work.
- The successful candidate will have a proven track record of overseeing/managing the site infrastructure design process to understand construction cost implications from a project's concept through permitting.
- Proven abilities as a project manager, possessing the skills necessary to successfully manage projects.
- Experience in business development, including responding to requests for proposals.
- Proven ability to manage timelines, delivery, and dependencies in a results-focused environment and influence outcomes without hierarchical authority.
- Excellent interpersonal, writing, and presentation skills, with the ability to communicate effectively with management and cross functional teams and establish collaborative relationships internally and externally.
- Flexible attitude with respect to work assignments and ability to manage multiple and competing priorities in a dynamic and matrixed environment.
- Ability to take personal responsibility for the quality and timeliness of work and achieve results with little oversight.
- Critical thinking and analytical skills necessary to mitigate risk factors and resolve complex or unforeseen conditions amid tight timelines and high client expectations.
- Demonstrable business sophistication and financial aptitude necessary to navigate highly complex agreements.
Position Location Requirements
As stated previously, our strong preference is for this hire to work out of our Seattle, Chicago, Milwaukee, Kansas City, or the DC area offices (that are near our large asset programs), but for exceptional candidates, remote locations will be considered. The candidate will also need to attend other in-person meetings as required and should anticipate approximately 25% travel time throughout the year.

The pay range for this position is $175k to $225k. However, base pay offered may vary depending on skills, experience, job-related knowledge, and location. This position is eligible for incentive payments of up to 20% of the base pay if goals are met, aligning the performance of the position with the goals of the program.
