SUMMARY OF DUTIES:
The Long Distance Fleet Replacement Program is an estimated $7B Program for the development and delivery of replacement Long Distance trainsets. Accompanying the acquisition will be a fifteen-year Technical Support, Spares, and Supply Agreement (TSSSA). The Program is currently in the procurement stage; and both the development and delivery of the trainsets and the TSSSA contracts are expected to be awarded by the end of 2025. The Sr. Project Control Manager – Schedule is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement. Individuals in this role may support in the development of project dashboards, cost and resource performance reports, change logs and risk registers, in close collaboration with the PMO Leader and other team members. The Senior Project Controls Manager will collaborate with their counterpart within vendor organizations as well as other internal Project Controls Practitioners or Program Controls Directors. The individual may lead a project or program level controls team consisting of direct and matrixed subordinate Controls/Scheduling practitioners.
ESSENTIAL FUNCTIONS:
- Ensures compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, or project-specific requirements in the delivery of project control functions.
- Perform data extraction from P6 EPC schedules, to enable and foster collaboration regarding Schedule Milestones, Key Quantities (production assets/widgets), EV-based KPIs, Baseline and Working Forecasts of Planned Labor Resources.
- Perform quality checks for the scheduling deliverables and guide team to perform corrective actions when needed.
- Prepares data submissions required during CAPD’s annual fiscal planning cycle, including collaboration with internal and external stakeholders on reporting requirements.
- Oversees monthly data processes that interface enterprise and department-approved systems and tools with P6 working database.
- Develops process and tools to support resource demand planning, change management, and project pipeline planning decisions.
- Communicates monthly deliverables and deadlines to the scheduling team.
- Provide monthly schedule health assessment to portfolio directors.
- Performs other related duties.
MINIMUM QUALIFICATIONS:
- Education: Bachelor's Degree in Construction Management, Engineering, Science, Business, or a related field. Required education may be substituted for additional relevant experience in excess of the minimum requirements outlined below, on a two-for-one year basis.
- Required specialized experience in area of assignment:
- Ten (10) years’ experience in construction project scheduling and project controls.
- Five (5) years direct hands-on experience as a scheduler using Primavera scheduling software to develop and maintain multi-discipline scheduling for construction or engineering projects.
- Must have authorization to work in the United States.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:
- Demonstrated knowledge of planning and scheduling tools, methods, techniques, standards, and best practices, including resource management, progress measurement, and earned value management for construction or engineering projects.
- Demonstrated experience achieving high proficiency with ground-up development, management, and analysis of complex cost-and-resource-loaded schedules in Primavera P6, to include verifiable experience performing critical path analysis, resource leveling, and related qualitative and quantitative schedule evaluations.
- Develop reporting mechanisms and presentations about project performance indicators and routinely review this data with Managers across various portfolios.
- Understanding of project financial reporting, forecasting, and analysis and monitoring capital project / program / portfolio funding and/or budget.
- Strong project management skills.
- Strong focus on collaboration, team building, and customer service.
- Effectiveness working diplomatically across teams with varying objectives.
- Strong oral and written communication skills across all levels.
- Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
- Experienced Excel, PowerPoint, SharePoint, MSPS, Power BI/Access and Primavera P6 super user, Office Timeline, Deltek Acumen Fuse + Risk.
- Minimum 7 years of relevant work experience with a Bachelor’s degree or any equivalent combination of education and work experience.
- Understands supply chain management.
PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:
- Bachelor’s degree, or higher, in Science, Engineering, or Construction Management.
- Experience performing or leading project controls for mid ($50M+) to large ($500M+) capital construction projects, programs, and/or portfolios.
- Knowledge of project risk management principles, practices, standards, and methods.
- Capital construction controls experience in the rail industry, oil and gas, energy, or pharmaceutical industry.
- One or more of the following certifications / credentials:
- Oracle Primavera P6 certification.
- PMP or PMI-SP in good standing.
- SP or RMP (PMI).
- PSP, CEP, EVP, or CCP (AACE).
- Chartered MRICS.
- EVMP.
- FAC-P/PM Level III.
- PRINCE2.
- CCA, or CDT (CSI).
- Hands-on experience with data analysis and visualization tools like PowerBI.
- Understanding of database management and data operations (e.g., SQL).
- Experience implementing project control software and tools.
- Passenger Rail or Heavy Equipment manufacturing experience a plus.
WORK ENVIRONMENT:
- Environmental Conditions: Office environment; exposure to computer screens.
- Physical Conditions: May require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $135,800 - $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
