Experience Required
- Due to the complex nature of Naval Special Warfare's mission and tasking, knowledge of the Naval Special Warfare or Special Warfare as a larger organization is required.
- Minimum 8 years of industry experience in the private, public, or military sector, managing safety and occupational health programs.
- Comprehensive knowledge of the safety laws, regulations, methods, standards, and techniques applicable to office, life and fire safety, industrial environments, high explosives, propellants, etc. to enable the mitigation of hazardous conditions.
- Comprehensive knowledge of construction standards, practices, and techniques, building materials, and installation and maintenance of utilities sufficient to evaluate compliance with construction safety standards and devise innovative hazard control measures applicable to new building construction, modification of current facilities, and industrial modifications.
- Comprehensive knowledge of the techniques and procedures of life safety and health in fire prevention, range safety, traffic safety and industrial hygiene to evaluate, investigate, and develop new safety concepts and methods.
- Expert knowledge of personal protection equipment and practices sufficient to provide instruction and information to supervisors and employees.
- Experience with PC operations and use of common/standard business software programs and Microsoft Office applications (Word, Outlook, Excel, Teams, and Power Point).
- Possess a high level of attention to detail and accuracy in collecting, maintaining, and assimilating varied data sets for presentation to senior leadership.
- Clear and effective verbal and written communication skills and the ability to diplomatically interact with NSWG-1 staff and subordinate commands.
- Perform duties independently with minimal oversight.
- Exhibit professional conduct and comply with applicable Federal, DoD, United States Special Operations Command regulations, instructions, directives, and policies.
Job Objective
Provide Safety and Occupational Health Project Manager support to the Naval Special Warfare Group 1 Safety Program Manager.
Responsibilities
- Safety and Occupational Health
- The contractor will assist the Safety Officer in the planning, management and administration of the Commander's Safety and Occupational Health (SOH) program, including issuing SOH standards to command members and component commands.
- The contractor will inform the Safety Officer of appropriate safety measures and alternative courses of action to achieve critical mission goals with minimum risk to personnel and property.
- The contractor will assist Safety Officer in maintaining a SOH library, in performing periodic inspections and surveys of component command programs, workspaces, operations, and equipment SOH for compliance with SOH standards and regulations.
- The contractor will assist the Safety Officer by recommending measures to control or mitigate unsafe or unhealthful working conditions.
- The contractor will assist Echelon IV Safety Officers by conducting safety analysis of suspected hazardous operations to ensure compliance with SOH laws, standards, and regulations and report results.
- The contractor will compile statistical data to determine mishap trends and to identify and apply proper preventive methods and report findings to the Safety Officer.
- The contractor will assist Safety Officer with multi-year reports for the NSWG-1 Commander containing graphs, charts to identify mishap trends and recommendations for changes in operating procedures, local regulations, and use of personal protective devices.
- The contractor will assist Safety Officer with annual assessments and inspections of all work areas that require fall protection (roofs, antennas, climbing and rappelling towers, paralofts, elevated platforms, fire escapes, etc.). Conducts fall protection training for personnel and inspects all fall protection systems throughout NSWG-1 Claimancy.
- Mishap Management in the Risk Management Information System (RMI) and Defense Ready Platforms
- The contractor will assist Safety Officer in mishap investigations and identifies corrective actions to eliminate future causes.
- The contractor will assist Safety Officer by researching mishap reports for accuracy and completeness coordinating efforts with originators to obtain missing information to ensure 100% accuracy and completeness.
- The contractor will assist Safety Officer by drafting Navy Safety Command RMI mishap reports. After Safety Officer review is complete, forward RMI draft reports to Navy representatives for review and release. Further Assist Safety Officer by tracking report submission status for acceptance or rejection, researching and correct deficiencies, and when approved submit reports in RMI.
- The contractor will assist Safety Officer by drafting SOCOM mishap Defense Ready (DR) reports and after Safety Officer review is complete forwarding DR draft reports to Navy representatives for review and release. When approve for release, submit reports in DR.
- The contractor will assist Safety Officer in developing quarterly and annual roll-up report of NSWG-1 and component commands mishaps and equipment failure. Provide five-year comparison history with current year.
- The contractor will provide additional reports when requested.
