Primary Purpose
Manages and reviews programs and/or projects within the department that provide department or company-wide benefits by developing and facilitating higher level approval of designs, systems or program parameters which establish performance, safety and reliability requirements for proposed projects. Manages and determines project scope, identification of resources (internal and external), selection of consultants, engineering, cost estimates, budgeting, permitting, design, material procurement and start-up support. Directs, monitors and guides team members and outside contractors with engineering technical guidance. Monitors and measures the effectiveness of process improvements. Establishes and maintains key relationships with senior internal and external personnel within area of expertise. Writes, reviews and publishes Company engineering policies. Develops contracts and approves contract revisions for contractors, consultants and vendors. May have significant financial accountability for project portfolios exceeding $10M.
Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors which are not readily identified. Conducts engineering critical assessment (ECA) and fitness-for-service (FFS) evaluation to demonstrate the state and condition of the gas pipeline assets, using data integration based on but not limited to in-line inspection (ILI), pressure tests, Direct Assessment (e.g., ECDA, ICDA, and SCCDA), and direct examinations (i.e., non-destructive evaluations). Establishes the appropriate technologies/methodologies to inspect assets, analyzes and validates assessment data, performs remaining strength calculations for pipeline features (e.g. RSTRENG, API 579, etc.) and determines appropriate response to maintain asset integrity. May prepare and/or assist in the development of integrity management program initiatives. Provides technical expertise for data requests received from external audit requests. Medium level/degree of autonomy in the performance of work and decision-making; tasks are performed under general supervision of the assigned Supervisor or higher-level engineer. May supervise a few direct reports or give direction and functional guidance to entry-level and mid-level engineers. Provides training on policy, procedures, Gas Standards, and regulatory requirements to Junior Engineers.
Duties and Responsibilities
- Engineering and Technical Knowledge:
- Utilizes sources of information (e.g., publications, websites, and organizations), external consultants, vendors, and peers within field of endeavor.
- Participates in industry technical committees (e.g. PRCI, API, AMPP, INGAA) and is a leading contributor within area of expertise.
- Responsible for publishing Company engineering policies and sharing and effectively using trade/technical knowledge.
- Provides technical expertise to departments within the organization.
- Provides technical advice and reviews technical results, evaluations and analyses for mid-level engineers.
- Directs, monitors and guides team members and outside contractors with engineering technical guidance.
- Establishes and maintains key relationships with senior internal and external personnel within area of expertise.
- Confidently conveys thoughts, ideas, and/or solutions to management, while being respectful and mindful of other's contributions to the same discussion.
- Influences others, typically peers or higher-level leadership on issues related to broad scope or complex projects, to accept one's proposed idea(s), by using facts/data to support the proposed idea(s).

- Manages technical engineering-related programs and/or projects, within the department, that provide department or company-wide benefits.
- Develops and obtains approval of designs, systems or program parameters which establish performance, safety and reliability requirements for proposed projects and provides PE stamp as necessary.
- Serves as a highly proficient engineer in a specific engineering discipline and displays ability to be a Company expert in a specific engineering discipline.
- May add to, alter, modify complete, correct, or revise an engineering project engineered under the responsible charge of another licensed engineer as defined in the Company Operating Standard 167.0112 Requirements for the Professional Engineer's Signature and Seal.
- Provides detailed knowledge transfer of projects which includes scope, purpose, responsibilities, and due dates.
- Engineering and Analytical Thinking:
- Gathers, organizes and analyzes data to draw logical conclusions.
- Prepares, reviews, and approves complex engineering calculations and analyses (e.g. API 579, RSTRENG, FFS), and provides tangible and sound recommendations.
- Applies engineering principles to analyze and resolve problems.
- May require review of moderate to complex construction drawings and providing official approval stamp.
- Has a clear business focus and understanding of the company goals and company vision, and steers business decision-making and team in the direction that leads towards successful completion of them.
- Company, Industry & Regulatory Awareness:
- Stays abreast of the latest changes, trends and technological advancements in the integrity and assessment industry.
- Maintains familiarity with Company operations to effectively support client requests.
- Uses knowledge of state and federal codes (e.g. 49 CFR 192), industry standards (e.g. ASME, API, PRCI, NACE) and Gas Standards, Rules, and Tariffs, and awareness of any changes that impact gas operations and practices.
- Uses knowledge of Company operating practices, processes, policies and procedures, to effectively support requests/assignments.
- Understands the different organizations in engineering and operations and their distinct processes, services and responsibilities to effectively support requests/assignments.
- Develops and provides input on Gas Standards that govern the selection, design, application and operation of engineered components, materials and systems, which meet Company's needs, and with optimum economic considerations.
- Recommends edits/modifications to Gas Standards that reflect regulatory changes or improvements.
- Reviews proposed changes in regulatory requirements and prepares Company response.
- Ensures that changes in regulatory or code requirements, that impact area of expertise, are addressed through appropriate programs and modifications to applicable Gas Standards.
- Interprets state and federal codes (e.g. 49 CFR 192), industry standards and Gas Standards for clients.
- Represents the Company's interests on industry committees regarding codes and standards.
- Project Management:
- Manages and coordinates all engineering related activities leading to the successful completion of projects and/or programs, including, determination of scope, schedule, identification of resources (internal and external), selection of consultants, engineering, cost estimates, budgeting, permitting, design, material procurement and start-up support, to ensure successful completion of the project.
- Manages and directs programs and/or projects within the department that provide department or company-wide benefits.
- Manages and negotiates with contractors, consultants, Company engineers, technical specialists and the remainder of the project team.
- Develops and obtains approval of designs, systems or program parameters, which establish performance, safety and reliability requirements for proposed projects.
- Responsible for developing contracts and approving contract revisions for contractors, consultants and vendors.
- Analyzes proposals for practicability and compatibility with overall project and existing systems, and Gas Standards.
- Provides timely project status reports.
- Develops and/or utilizes project control systems to control budget and schedule.
- Manages and determines project scope, identification of resources (internal and external), selection of consultants, engineering, cost estimates, budgeting, permitting, design, material procurement and start-up support.
- Process Improvement: Develops or improves systems, programs and operation processes, to increase productivity, data accessibility and operations, at team level.
- Performs other duties as assigned (no more than 5% of duties).
$109500 - $164300 / year
Education
- Bachelor's Degree in Engineering required.
- Master's Degree in Engineering or related field preferred.
Experience
- 8 years of previous related engineering experience required.
- Licensed as a Professional Engineer in the state of California required.
