Arete is seeking a self-driven Program Manager to lead one of the Maritime Airborne Sector (MAS) Integrated Product Teams (IPT). The candidate will focus on managing the performance of the associated programs by working with IPT Leads to effectively manage and report business status, including schedule performance. The candidate will look to automate and refine reporting processes through use of modern tools and refining metrics. The candidate will coordinate with IPT Leadership all phases of programs from inception through completion including proposal, basis of estimates, development of statement of work, negotiations, cost, schedule, risk, staffing resources, and CDRLs. Candidate will have exposure to customer meetings and will represent data and information as the IPT Leadership requires with a focus on cost, schedule, status. Candidate will support new business development aligning with the sector's strategy and priorities. This position can be based out of Tucson, AZ or our Northridge, CA office and is an exempt, fulltime role.
Primary responsibilities:
- Coordinate program scope, staffing resources, risk, schedule, costs, budgets, and deliverables for internally and externally funded programs.
- Develop relationships with key members of the sector to facilitate the business and optimize workflow.
- Develop and implement business tools, business metrics for the sector and/or IPTs as defined by Sector Leadership.
- Identify opportunities for efficiency gains, make recommendations for improvement to Sector Leadership.
- Manage initiatives as defined by Sector Leadership.
- For specific capture efforts, coordinate aspects of the business capture process including B&P funds, proposal team formation, proposal development, program costing, basis of estimate, review, editing, and contract negotiations.
- Participate in MAS business capture planning activities, to include periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews.
- Interact with all levels in the MAS Sector and Arete Corporate team(s) including management, production, engineering, security, information technology, cyber security, finance, accounting, and administration.

Experiences and Background We Look For:
- Experience in program management functions related to DoD funded programs.
- Bachelor's degree in engineering, business management, or equivalent experience with at least 10 years of experience.
- Experience with proposal writing process and basis of estimates within the DoD.
- Strong leadership abilities to manage cross-functional teams.
- Ability to support multiple projects simultaneously.
- Excellent written communication, verbal communication, and presentation skills.
- Proficient with Microsoft Office, Word, PowerPoint, Excel, Project, and SharePoint.
- Flexibility to travel as required.
- U.S. Citizenship.
Nice to Have:
- Technical experience associated with DoD programs including the reporting requirements and technical reviews.
- Experience in financial modeling for program and business unit performance evaluation, including but not limited to Earned Value Management System (EVMS).
- Experience in capture of Small Business Innovative Research (SBIR) or Small Business Technology Transfer (STTR) programs.
- Experience working with Department of Defense (DoD), specifically the US Navy.
- Active security clearance or ability to obtain TOP SECRET clearance.
- Experience with Deltek Costpoint and IBM Cognos.
