Position Summary
At Empower, we are seeking a dynamic and visionary leader to join us as the Vice President of Government Affairs. This role offers the unique opportunity to shape public policy and advocacy strategies at the forefront of the compounding pharmacy industry. You will provide leadership within our Legal department, steering our efforts to influence policy decisions that align with our mission to expand access to quality, affordable medication. Through collaboration with senior staff, industry partners, and lobbying associations, your expertise will help mobilize resources and enact meaningful change.
In this pivotal position, you will be responsible for developing, implementing, and evaluating regulatory and legislative strategies that advance Empower’s policy initiatives. From drafting legislation and policy documents to conducting comprehensive research and data analysis, your efforts will be critical in navigating the complexities of state and federal policy landscapes. The role demands a proactive approach to integrating cross-functional feedback, ensuring that our public policy agenda is robust and responsive to the evolving needs of the industry and the communities we serve.
As Vice President of Government Affairs, you will also engage directly with key stakeholders, including members, policymakers, and community leaders, to build support for Empower's policy objectives. Your ability to establish and maintain collaborative relationships with national and state pharmacy associations, coupled with your expertise in coordinating advocacy efforts, will be instrumental in driving our mission forward. Duties And Responsibilities
- Provides leadership in Empower’s public policy and advocacy work, collaborating with senior staff, industry partners, and lobbying associations. Mobilizes resources to effectively influence policy decisions.
- Develops, implements, and evaluates legislative strategies to advance Empower’s policy initiatives. This includes drafting legislation, and policy documents, conducting research, data analysis, writing, presenting, and integrating cross-functional feedback.
- Implements the public policy agenda, devises strategies, and negotiates solutions for policy issues vital to Empower and the compounding industry.
- Researches, monitors, analyzes, and responds to federal, state, and local policies affecting Empower, including advising on critical or emerging issues.
- Drafts testimony and position papers on state and federal policy issues as required.
- Engages with members, stakeholders, and policymakers in public policy efforts, building community and support for Empower’s agenda.
- Creates and manages systems for tracking key issues and policymakers’ information.
- Monitors and responds to federal and state-level compounding legislation and regulation.
- Provides recommendations to the CEO on significant state and federal issues.
- Coordinates federal and state-level advocacy and communication.
- Establishes and maintains collaborative relationships with national and state pharmacy associations.
- Supports the advocacy activities of Empower’s external governmental affairs counsel and associations.
- Serves as a liaison to Federal Legislation and Regulation Committees and appointed task forces or working groups related to federal public policy.
- Leads Empower’s Congressional Compounding Pharmacy Visit Program.
- Collaborates with communications staff to produce web content, policy updates, legislative alerts, position statements, and research reports.
- Educates legislators and policymakers about the scope and impact of pharmacy compounding and policy issues affecting Empower.
- Conducts regular Policy Advisory Calls with Empower Leadership staff.
- Builds and maintains relationships with partner organizations, coalitions, and officials at various levels to advance policy goals.
- Responds to information requests from leadership and policymakers.
- Leads special projects and represents Empower at events, including travel as needed.
- Coordinates grassroots messaging and calls to action.
- Ensures Empower’s public policy activities are well-coordinated, keeping leadership informed about relevant statutory/regulatory changes and trends.
- Prepares and maintains information resources, briefing papers, and updates on legislative and public policy issues.
- Drafts articles for Empower’s website and industry publications.
- Coordinates with Empower’s public relations and marketing teams for cohesive messaging.
- Assists the CEO in establishing relationships and coalitions with entities sharing common interests in compounding.
- Performs other duties as assigned.

Knowledge And Skills
- A deep understanding of the pharmacy sector, particularly in compounding and outsourcing facilities, along with familiarity with the pharmaceutical supply chain and its regulatory environment.
- Demonstrated ability to navigate and influence legislative and regulatory processes.
- Proven leadership ability to guide public policy and advocacy efforts, including mobilizing and organizing teams and collaborating with industry partners.
- Strong skills in building and maintaining relationships with government officials, policymakers, industry associations, and other stakeholders.
- Ability to advocate for the company’s interests and negotiate effectively on policy issues.
- A strong alignment with Empower’s vision of expanding access to quality, affordable medication.
- An existing network within government and related industry circles would be beneficial.
- Strong computer skills, including proficiency in Microsoft Office Suite.

Experience And Qualifications
- Bachelor’s degree in public policy, Political Science, Law, Healthcare Administration, or a closely related field required. Advanced degree such as a Master’s or Juris Doctor highly preferred.
- Minimum of 4 years of related experience in progressively responsible and complex roles in public policy advocacy or equivalent experience in a related field, including policy development, legislative advocacy, and working with government agencies required.
