POSITION SUMMARY
The Talent & Culture Business Partner (TCBP) will play a critical role in all labor and employee relations activities, which includes but is not limited to providing guidance, support, training and counsel to staff and managers in employee and labor relations, compliance, policies & procedures, performance management and other employment matters. As first point of contact in all US employee and labor relations matters, the TCBP will recommend solutions that reduce risk to the organization, provide appropriate support to all US-based employees, and ensure a fair, consistent approach to T&C practices. Additionally, they will help to create programs, policies, and initiatives that support positive relations between union and non-union staff, and the organization with the goal of promoting employee engagement and satisfaction. The position will also work closely with the Director of Global Talent & Culture (T&C) as Freedom House prioritizes equity in the application of policies and development of employment structures across all of Freedom House. The responsibilities of this role include proactive and responsive employee and labor relations, leading and bringing to conclusion workplace investigations, ethics hotline management, management consultations, employee mediations, and other complex employee and labor relations matters in the US. Balancing time between the reactive and proactive approaches, training, policy development and culture cultivation will be critical for success in this role.
PRINCIPAL DUTIES & RESPONSIBILITIES
- Provides support and consultation to T&C team members, as well as to management and staff, in a range of areas including employee and labor relations, performance management, conflict resolution, employee development and engagement, recruitment, and compliance
- Serves on and significantly contributes to the Management Bargaining Committee including agenda planning, action management, note taking, drafting, and reviewing articles of agreement while in the collective bargaining agreement (CBA) negotiation processes
- Leads implementation and operationalization of CBA provisions upon ratification
- Develops, interprets, provides guidance, consultation, and training, and implements the administration of HR (Human Resources) policies, procedures, and provisions of CBA while maintaining organization-wide alignment of employee programs and services with the strategic and operational needs of the organization
- Embraces and advances Freedom House’s mission of attracting, developing, retaining, and engaging a high-performing workforce in support of excellence, while promoting our organizational core values
- Supports and manages the process of effective resolution of issues involving leaders, managers, and employee
- Partners with management and staff to provide guidance and consultation on practical and compliance/risk management aspects of matters including, but not limited to performance improvement, misconduct and/or violation of policies and procedures, management of FMLA and other leaves, and ADA accommodations Leads investigations on various employee and labor relations matters, authors investigative findings report, labor reports, administers disciplinary actions
- Manages the organization’s Ethics Hotline
- Ensures complete documentation and tracking of employee actions and investigations
- Develops, cascades, and promotes standardized processes, templates, tools, and/or technologies to managing employee and labor relations, corrective action administration and escalated issue resolution protocols
- Responsible for all leave administration
- Analyzes and provides recommendations on team restructurings and job reclassifications
- Supports Vice President, Talent & Culture and other Executives with Employee Relations, and other legal matters
Other Duties
- Works with the T&C Team to administer, follow-up, and provide support to create solutions-based strategies to address organizational risks
- Acts as a project manager to lead and implement key T&C and Strategic Plan objectives as assigned
- Collaborates with VP, T&C on initiatives and processes informed by diversity, equity, inclusion and belonging
- Partners with T&C staff to develop training programs that advance organizational mission, values, and ways of working in a unionized environment
- Supports implementation of organization policies and procedures in partnership with the VP, T&C and Director, Global T&C
QUALIFICATIONS:
Education:
- Bachelor’s degree required. Human Resources, Business or related area or Law degree and Professional Human Resources (PHR) certification desired.
Experience:
- A minimum of 8 years of HR management experience with increasing responsible and leadership in technical Human Resources functions with expert knowledge of the employee lifecycle, benefits administration, employee relations
- Experience with developing and implementing NGO organizational policies, procedures that are compliant with state and federal laws
- Ability to conduct a thorough, unbiased, and comprehensive investigation for all levels within an organization
- Strong coaching, counseling, negotiating, mediation, and conflict resolution skills
- Experience in a union environment preferred with knowledge of the National Labor Relations Act / National Labor Relations Board and federal court precedents preferred.
- Exceptional written and verbal/nonverbal communication skills in English, along with finely tuned interpersonal skills and professional judgment
- Ability to demonstrate empathy and emotional intelligence toward employees at all levels and colleagues
- Demonstrated experience as a successful change agent who can help lead a transformation in culture
- Demonstrated highly collaborative work style with the ability to partner with and influence key organizational leaders and build high functioning teams
- Ability to communicate and work effectively with individuals from varied backgrounds and experiences
- Possess excellent judgment and decision-making skills, including the ability to problem solve

COMPENSATION & REWARDS:
- Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range for this role is $90,000 to $120,000 annualized, dependent upon experience.
