The Safety & Health Manager, in Northern California is responsible for the development, implementation, and maintenance of safety, health, and risk management policies, procedures, and programs across Northern California. As a key business partner in maintaining a safe and healthy work environment, this role works closely with and provides advice and guidance to the senior management team in all business lines: aggregates, ready-mix concrete, hot mix asphalt, recycled concrete materials, and inert landfills. This position plays a key role in leading a team of four safety professionals in assuring compliance with all applicable federal, state, and local regulations and Vulcan Materials Safety & Health policies.
This position manages the resources and activities of the organization to support health, safety, and risk management programs. A key focus of this position is to maintain appropriate levels of awareness, knowledge, and preparedness across the division to support a culture that prioritizes effective safety practices and balances overall associated costs. This position has a very significant influence on the company’s overall performance in the areas of Safety and Health by providing leadership, professional knowledge, and expertise in the administration and support of safety and health processes throughout the division.
What You’ll Do:
- Provides leadership in the Division’s Safety and Health culture by working closely with the management group and through the management of safety and health representatives. Advises management at all levels of the organization of prevention methods to assist in the reduction of injuries, risk, and cost.
- Analyzes and determines trends in accidents, designing and implementing corrective measures when necessary.
- Consolidates and maintains all safety, health, and claims reports and analytical data to provide appropriate documentation, reporting appropriate dissemination.
- Develops and directs the implementation of strategies to effectively resolve health and safety issues, control risk and liability, and promote effective workplace policies, practices, and behaviors.
- Review internal safety policies and practices to ensure they are current and appropriate, making recommendations to management to amend or change safety policies and procedures as necessary.
- Works jointly and collaboratively with operations management to improve efficiencies, control safety and health-related costs, and influence employee behaviors and attitudes toward safety and health.
- Develops and maintains an effective and proactive safety program with innovative ideas and elements that enhance the safety program's ability to motivate the workforce and management personnel to work safely in accordance with policies and regulatory requirements.
- Develop programs, procedures, and training initiatives to provide for the protection of individuals, property, and the company’s business interests.
- Participates in safety training and meetings in support of other safety and health managers, safety representatives, and operations/sales/staff personnel.
- Serves as a liaison with regulatory agency representatives, including MSHA, OSHA, and D.O.T., as needed to coordinate and resolve safety regulation issues.
- Represents the Company in dealing with all Federal, State, and local government agencies responsible for enforcing safety and health laws and regulations.
- Maintains an effective open line of communication with state and federal agencies, independent adjusters, lawyers, doctors, hospitals, Vulcan managers, supervisors, and employee claimants to provide for comprehensive management of regulatory issues and claims in compliance with state and federal laws and company policy.
- Directs the design and implementation of employee training programs to ensure a high-quality and safe workforce.
- Develop programs, processes, and procedures in alignment with the Company’s Fatality Prevention initiative.
- Provides an investigation process for all accidents, incidents, and injuries. Obtains all factual data to identify root causes and develop and implement corrective action plans for the prevention of similar situations.
- Directs and conducts facility audits to evaluate the effectiveness of management systems for identifying and managing risks, as well as accident prevention activities and industrial hygiene control.
- Evaluates accident potential in new and existing operations and implements preventive accident measures.
- Manages industrial hygiene programs in conjunction with the Company’s program.
- Provides leadership and manages the activities of the Northern California Safety and Health Representatives and support staff in the performance of their responsibilities. Attracts, maintains, and motivates high-level talent dedicated to the strategic objectives of the division.
- Keeps abreast of professional and technical development to maintain and improve knowledge and skills and improve the safety and health performance of our operations. Keeps abreast of legislative activity and communicates applicable information to all levels of management. Develops, implements, monitors adherence to, and measures the effectiveness of programs and procedures to ensure compliance with all applicable laws and regulations.
The incumbent will be required to work in a wide variety of environments and physical conditions ranging from a typical office workplace to the physically demanding activities of being in and around operating aggregates, asphalt, and ready-mix concrete production facilities. Physical requirements will include the ability to sit for extended periods, walk, climb stairs, catwalks, and ladders, exposure to noise, heights, and underground conditions in temperature extremes; work in and around construction environments, including maintenance shops and welding work stations; must be able to drive for extended periods to visit locations across the division. Both one-day and overnight travel throughout the division is required, including automobile and plane. Approximate percentage of overnight travel time is 30% and daily travel 75%.
Skills You’ll Need:
- Bachelor’s degree in Safety, Industrial Hygiene, Occupational Health, Engineering, or similar disciplinary degree Required.
- At least ten years of safety and health experience of increasing responsibilities required, with multi-site responsibility preferred.
- Demonstrated practical field experience in risk management and control preferred.
- Certified Safety Professional (C.S.P) or Certified Industrial Hygienist (C.I.H), is preferred.
- Must possess knowledge of regulations relating to occupational health and safety, including but not limited to MSHA, OSHA, D.O.T., and workers' compensation laws.
- Working knowledge of contracting, rock and sand, asphalt, ready mix batch plant, fleet, and landfill operations.
- Skilled in performing accident and incident investigations and follow-up.

Salary Range: the base salary range for this role is between $141,000 to $159,000 annual salary. This range is not inclusive of our discretionary bonus or equity package. When determining a candidate’s compensation, we consider a number of factors, including skillset, experience, job scope, and current market data.
