Purpose: This position oversees the Intensive Case Management Teams across the metro, with teams in Multnomah, Clackamas, and Washington County, ensuring high-quality service delivery. This role serves as the primary point of contact for contract partners (Care Oregon, Trillium, and County Partners) and acts as an agency resource for consultation on high or complex care needs while developing the workforce's ability to meet the community's needs.
Accountabilities: - Collaborates with senior staff and agency leadership in developing policies that represent current agency practices and support strong ethics and solid program operations.
- Acts when issues arise from internal or external parties and clarifies based on the agency's established policies and procedures.
- Works in partnership with outside resources and stakeholders to facilitate mutually beneficial relationships ensuring consumers and programs have access to necessary resources.
- Provides leadership and program direction for designated facilities and community programs.
- Acts as backup to other staff managers when needed.
- Acts as spokesperson for the agency and attends state/county meetings as required.
- Interfaces with various county or state programs and develops mutually beneficial relationships with stakeholders.
- Works with funders on developing new programs that are mission aligned.
- Oversees project management of new programs, including programming, staffing, budget, and operations.
- Oversees the program budgets and reviews them with program managers to ensure appropriate cost containment and spending management.
- Reviews contracts and ensures fidelity of programming; reports contract goals to contract holders.
- Monitors contract expectations and leads contract negotiations.
- Reviews training programs offered to program and direct care staff, coordinates with HR and QI staff to approve timely completion of courses, and facilitates in-house training as required.
- Approves program workplans, service outcomes, and measures/evaluates goals and objectives of each program annually.
- Contributes to grant proposals, RFPs, and summarizes reports on grant-funded activities as required.
- Provides direct supervision and professional development to assigned program managers or supervisors.
- Demonstrates strong leadership responsibilities by conducting timely employee performance reviews, providing ongoing performance improvement feedback and coaching.
- Collaborates with staff to ensure program training recommendations align with the organization's processes and programs.
- Initiates a model of integrative care in designated programs.
- Performs other incidental and related duties as required and completes them promptly.
- Engages meaningfully in the agency's development through participation in strategic planning, collaboration with internal partners, and demonstrating alignment with the agency mission, values, and goals.
- Be available within the agency as a consultation and subject matter expert on high needs cases, crisis prevention, and crisis response and de-escalation.

Education/Certificates/Licenses/Registration: Previous experience supervising clinical teams, preferably managing clinical teams working with high acuity populations.
At least a QMHA credential; QMHP/LPC/LCSW preferred and compensated at a higher rate.
Experience/Qualifications: The successful applicant will have director-level program skills including building strong and aligned team cultures, centering DEI principles in practice, ability to think strategically, understanding of contractual and fiscal responsibilities, and ability to serve as a representative of the agency to external stakeholders.
