EGPAF's Health Systems Strengthening Unit (HSS) is integral to health service delivery and responding to health development needs. As a champion of maternal and child health services, EGPAF prides itself in working alongside communities and national and local entities to build strong resilient health systems. EGPAF's Director of HSS will be a thought leader and planner for health systems development across the Foundation and will be leading EGPAF's strategic engagement in HSS to ensure continued progress and sustainability of health outcomes.
EGPAF is expanding its HSS team to ensure execution of the Foundation's overall vision and support in health systems strengthening with the goal of enhancing local ownership and promoting sustainable health solutions. We are looking for a dynamic and highly motivated individual to lead and advise strategic execution of EGPAF's HSS portfolio, including growing its portfolio to support HSS across EGPAF supported countries. The Director will increase and improve the Foundation's technical team's ability to apply the HSS framework, system designs and system solutions to enable sustainable impact and leadership. The Director will also identify innovations to ensure that through integration and systems-thinking, EGPAF's focus on equity for vulnerable populations, especially mothers, children and adolescents will also be met.
The director will serve as a critical thought leader representing EGPAF in critical HSS-related fora, locally and globally. We are looking for an experienced and recognized individual in the field of HSS, with a solid understanding of health systems and proven experience working with national governments on health sector reforms including essential health services, health information systems, policy and governance, health financing, technical assistance, products and services, sustainability and transition. This is a critical role to the Foundation and has high visibility, both internally and externally, including representation at key strategic forums and cultivating critical public and private partnerships.
No two days are alike at EGPAF, but what can you expect in this role?
Leadership
- Provide strategic and technical leadership to enhance and grow EGPAF's HSS objectives and priorities.
- Lead the establishment of standards for the design, organization and functional health programming and operation of health systems based on primary health care, universal health access and integrated person-centered care.
- Design and implement EGPAF's strategic framework and roadmap for supporting HSS across EGPAF's supported countries and across Medical and Scientific Affairs (MSA).
- Represent EGPAF at national and international forums and share best practices related to strengthening health systems.
- Develop and integrate HSS programming for new funding opportunities including drafting concept notes, support project designs, review project proposals, investment cases to mobilize additional funding for country-level HSS work as well as global HSS work.
- Serve as a thought leader in health systems strengthening for the Foundation.
- Lead evidence generation activities through routine analysis of programmatic data to build the evidence base for specific innovative approaches or interventions.
- Identify strategic technical partnerships that would complement EGPAF capabilities including public private partnerships, civil society organizations and FBOs (health financing, national supply chains etc.).
- Supervise HSS staff.
Capacity Strengthening
- Lead the strategic oversight of EGPAF's capacity-strengthening efforts in support of HSS, particularly in provision of technical assistance including developing materials and approaches to effectively strengthen capabilities within EGPAF (especially at country level) in areas of HSS that are relevant to EGPAF's global strategy.
- Contribute to the development, planning, and training of human resources in health aimed at increasing the efficiency, effectiveness, and quality of the workforce.
- Support adoption and operationalization of country HSS strategies by providing support to country teams on health systems strengthening, system-based solutions and accelerate progress towards equitable health solutions.
- Facilitate internal and external learning platforms for knowledge exchange.
Monitoring
- Continually assess EGPAF's support to building stronger and resilient health systems.
- Track implementation and impact of EGPAF's HSS work.
To be successful, you will have:
- Graduate degree in Public Health, Health Economics, Health Financing, or a related field.
- Minimum of 10 years of experience in the international development sector across the African continent with increasing levels of responsibility.
- Strong technical background in health systems strengthening as well as solid experience in the delivery of technical assistance.
- Proven leadership in developing strategies, conceptualizing, planning, and implementing projects or programs.
- Prior experience in delivering technical assistance (TA) to strengthen public health solutions with particular attention to the 6 HSS building blocks including health financing management/capacity building.
- Experience in "institutionalization" of programs/projects within government systems.
- Experience working with a diverse range of stakeholders, including different types of donors.
- Strong strategic and analytical skills.
- Fluency in verbal and written English.
- Excellent writing and presentation skills.
Bonus points if you have:
- Fluency in verbal and written French, Spanish and/or Portuguese preferred.
- Prior humanitarian working experience at field level with recognized humanitarian organizations or with an international nongovernmental organization.
Salary Range
The expected salary range for this position is $115,000 - $144,000 annually in the Washington, DC Metro area. This position is exempt and paid a salary. For US-based remote staff, EGPAF uses geographical ranges that are based on the candidate's location and the associated cost of labor.
Actual base salary compensation will be determined by factors such as qualifications, experience and training, education and certifications, internal equity, external market data, and budget.
