The Director for Publishing and Outreach leads and directs a variety of publishing services and operations for the TRB Technical Activities Division (TAD), which may include production editing, design, composition, fulfillment, production, printing, and billing of a major press or publication of the organization. Determines the optimum electronic, print, and other media vehicles to expand the reach of the work. Develops and implements policies and procedures, manages and oversees staff, and develops new business models. Maintains internal and external relations. Establishes and manages relationships with multiple key strategic vendors and partners. Establishes and controls budgets. Oversees outreach activities for TAD's several thousand volunteers, paper authors, reviewers, and conference attendees.
Responsible for establishing budgets, staffing plans, and resource allocation, and is fully accountable for the performance and results of assigned areas. Ensures function successfully integrates work output and services with other internal departments. Consistently exercises substantial discretion and independent judgment and has authority to formulate, affect, interpret, or implement policies or practices, consistent with TAD policies. Decisions have long-term implications and affect continuing departmental operations. Develops plans and solutions with full understanding of cross-organizational impact and needs.
ESSENTIAL JOB DUTIES:
- For Technical Activities Division publications, oversees the production editing, design and composition, production, fulfillment, and manufacture of all books and other publishing products produced to agreed-upon quality standards and within financial parameters.
- For major publications such as the Transportation Research Record (TRR), oversees the editorial operations of submission, review, transmittal to the production vendor, media outreach, recruiting of content, and editorial systems administration to agreed-upon quality standards and within financial parameters.
- Oversees development of virtual meeting techniques and outreach activities directed at TAD's 5,000 committee members, committee friends, paper authors and reviewers, users of TAD publications, and attendees to TAD conferences.
- Coordinates closely with the Deputy Director for Program Content to align outreach activities with program needs.
- Oversees coordination with TAD's Meetings Department for specialty conference outreach materials such as website, advertisements, printed programs, etc.
- Ensures the effective allocation of resources and the successful output of every department overseen.
- Provides leadership and mentors employees. Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles.
- Is responsible for identification and oversight of TRR editor-in-chief or equivalent roles.
- Establishes and monitors budgets for each of these departments to ensure the efficient and effective use of resources.
- Develops and establishes overall strategies, standards, policies, and procedures for responsible departments.
- Prepares business analyses of vendor and in-house services and implements strategies that best fit mission and budget.
- Establishes and manages relationships with multiple key external vendors and partners.
- Develops and sustains ongoing working relationships and collaborates effectively with colleagues across the organization and with constituents outside of the organization.
- Maintains an appropriate standard of confidentiality.
- Provides support for the 200-member TRR Editorial Board, the TAD Publications Board, and other expert advisory groups.
- Is responsible for ensuring that TAD publishing procedures adhere to appropriate ethical standards in publishing.
- Keeps abreast of developments in the publishing industry.

JOB SPECIFICATIONS
Required Knowledge, Skills, and Abilities: Knowledge of all aspects of book and communication, or journal product production. Strong management skills. Ability to negotiate and oversee the management of contracts with outside vendors. Project management skills to ensure efficient scheduling workflow and product delivery. Excellent communication skills with a proven ability to effectively interact with all levels of employees.
Minimum Education/Training Requirements: Bachelor's degree in a related field or equivalent knowledge.
Minimum Experience: Eight years of related professional experience, five of which were in a supervisory capacity.
Physical Capabilities: Ability to work at a computer for extended periods of time.
Required Licenses, Certification or Registration: None.
Supervisory Responsibilities/Controls: Reports to Technical Activities Division Director. Independently establishes goals and objectives.
Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $101,130 - $158,015.
Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel.
